Position Description

Reporting to Procurement Manager, the incumbent will lead and manage procurement requests and projects for CAPEX/production/technical (IT & non-IT) supplies, including goods & services. He/she supports the procurement related requests/ projects & contract development for HX-HKG and other group companies in Hong Kong.

What You'll Do
  • Act as project manager / Subject expert to assigned category(ies) and projects to ensure effective communication on projects & sourcing requests to ensure customer satisfaction and manage expectations.
  • Conduct cost saving studies and make recommendation on contract development.
  • Assist procurement manager to manage procurement activities of the assigned categories.
  • To act as the key buyer and subject matter expert for responsible categories, including but not limited to, vendor selection, proposal evaluation, developing and negotiating contract terms & conditions. Additionally, this position manages the contract execution process, resolving problems, mitigating delays, mediating disputes and escalating issues.
  • To monitor the performance of the agreements and the overall relationship with the vendors, including but not limited to, providing constructive feedback to suppliers for better performance and future development.
  • To handle daily procurement duties, executing projects and leading tender exercises and contract development in a transparent, fair and professional way.
  • To provide input and execute the mid-term to long-term procurement strategies.
  • To collaborate with teams and influence relevant stakeholders effectively.
  • To initiate and lead projects at both local & regional levels, such as market research, benchmarking exercises, information analysis and contract development, to facilitate understanding of supply base and market trends.
  • To lead the assigned taskforces/working teams for procurement related studies and/or process improvement.
What You'll Need

1. Job Requirements & Competencies

  • To lead projects and facilitate the team with high quality of work and implementation of good procurement practices & control.
  • To resolve operation problems, enhance cross team communication and review key supplier performance.
  • To lead the projects or being contract manager for those purchase recommendation & decision with a longer term and higher financial impact to the company and the group.
  • To carry out strategic analysis on data for development of cost saving opportunities and execution of proper risk management.
  • To be actively involved in staff engagement initiatives and process improvement projects.

2. Qualification & Experience

  • Recognized degree in any disciplines, business / management related an advantage.
  • Professional qualification in procurement & supply is preferred.
  • Minimum of 5 years of procurement experience.
  • Product and market knowledge in related category of purchases is an advantage.
  • Excellent command of English and Chinese, both spoken and written.
