Experience

18 + years of experience in Oil & Gas industry namely pipeline & plant.

Summary: Responsible for Pipeline design and engineering function of the Oil and Gas BU.

Areas of responsibility: -

• Develop and lead the design & engineering function of company's Oil and Gas division for in-house works embracing engineering in pre-bid estimation, post-bid engineering.
• Undertake study of tender document and arrange preparation for pre-bid engineering queries, attend pre-bid meeting, communicate with client on matters related to engineering requiring clarification, amendment, and any other engineering related issues, relevant for bid pricing.
• Organize, guide, control in freezing of technical parameters and computing quantities of various deliverables, across engineering disciplines, for providing inputs to proposal function for pricing in EPC / LSTK tenders.
• Outsource pre-bid engineering or part thereof, where absolutely necessary following involvement of intricate design with software not avilable in-house, and / or where tender stipulation requires, for qualification and post award execution, engaging engineering sub-contractor or design engineering consultant (DEC).
• Obtain approval for outsourcing, both in-principle, (administrative) and for financial implication.

Before engaging, check contractual acceptability of the proposed agency where engaged as per condition stipulated in tender document.

• Monitor works of in-house engineering groups, as also external agency for proper service, timely availability of data for arriving at technically justifiable quanties which will be used for bid pricing.
• Examine the engineering inputs, both in-house and outsourced, having bearing on bid pricing. Check technical parameters of vendor items for its conformity to tender conditions and reasonableness of vendors price
• Introduce Value Engineering and monitor design optimisation as applicable
• After thorough scrutiny of all inputs, certify such quantities & prices and forward the same with supporting details
• Estimate and certify total engineering cost, pre-bid and post-bid, comprising in-house manhour and design engineering consultants (DEC) fees.
• Post companys successful bidding, invite quotes for enginering from agencies as applicable, and after checking credentials, capabilities, track records, etc.
• Draw up detailed programme with DEC, dovetailing activities viz. submission of first cut engineering, incorporation of clientc comments and resubmission until approval, etc., into one function.
• Arrange engineering meetings between client and DEC.
• Identify incidence(s) of deviation in engineering input(s) post award, if any. Inform client citing variance from tender stipulation and upon meeting clients assent, collaborate with other functions in extra work & price settlement with client.
• Initiate and cause the lead engineers of different in-house disciplines.
• Ensure that the design & engineering delivered by the company meet the QHSE norms, legal requirement, and comply with the codal practices.
• Coordinate with client (PMC, where applicable), and facilitate expeditious clearence of drawings and documents.
• Monitor progress of work and make sure that engineering inputs are fed in time for procurement and construction.
• Provide engineering progress reports on weekly / monthly basis to project planning & monitoring groups under intimation to Project Head.
• Undertake visits to clients / engineering sub-contractor, vendor as required to monitor performance.
• Prepare engineering completion report, upon conclusion of contract, containing key areas of activity performed, challenges faced, avoidable problems and vendor appraisal.
• Address any deviation report to Project Head under intimation to BU Head, Commercial Head and distribute amongst Heads of planning, procurement, construction, finance, QAQC, HSE.
