A liaison officer coordinates with government authorities in solar projects through several key activities:

  • Building Relationships and Communication:
  • Establishing and maintaining strong relationships with local, state, and central government departments, utility offices, and regulatory bodies.
  • Acting as the primary point of contact to facilitate clear and timely communication between the solar project team and government agencies.
  • Attending government meetings, public hearings, and industry forums as a company representative to build trust and rapport.
  • Obtaining Approvals and Clearances:
  • Coordinating the submission, follow-up, and renewal of all necessary approvals, permits, licenses, and No Objection Certificates (NOCs) required for project execution.
  • Managing documentation for land conversions, power evacuation, grid connectivity, net metering, and subsidy-related filings.
  • Ensuring statutory compliance with regulations and policies set by government and regulatory authorities.
  • Follow-Up and Regulatory Compliance:
  • Persistently following up with government departments such as DISCOMs, CEIG, Transco, and others to expedite project clearances and issue resolutions.
  • Keeping detailed records of all communications, approvals, renewals, and submissions.
  • Supporting internal teams during audits, inspections, and compliance verification processes.
  • Problem Resolution and Coordination:
  • Addressing and resolving issues related to land, labor, environmental clearances, or any other governmental bottlenecks that could delay the project.
  • Collaborating with legal teams for land due diligence and registration processes.
  • Facilitating smooth coordination between internal project teams and external agencies.
  • Reporting and Documentation:
  • Preparing and filing regular compliance and progress reports to management and regulatory bodies.
  • Drafting legal documents and tender submissions for government authorities as required.
  • Project Support:
  • Assisting project execution teams with clearances for material movement, construction, and commissioning.
  • Ensuring timely completion of government procedures to avoid project delays.
