Job Title: Senior Engineer Billing

Department: Billing Department

Reports To: HOD - Billing

Job Summary:

To manage and verify all billing-related activities at the construction site, including

contractor and subcontractor bills, work certification, quantity verification, and ensuring

compliance with contract terms. The role ensures that payments are made accurately and

based on actual physical progress.

Key Responsibilities:

Bill Verification, Measurement & Quantity Surveying-

Verify Running Account (RA) bills and final bills submitted by

contractors/subcontractors.

Cross-check billed quantities with MBs (Measurement Books), BOQs, Drawings,

and Site Progress Reports.

Ensure billed work aligns with contract terms, item rates, and approved

drawings.

Take and verify site measurements for executed works (civil, structural, MEP, etc.).

Maintain and update Measurement Books (MB) with proper records and

documentation.

Coordinate with the clients quantity surveying and project control teams.

Work Certification & Progress Validation-

Certify actual work completed for billing purposes.

Liaise with Engineers, consultants, and PMC (if applicable) for joint measurement

records.

Maintain accurate records of daily/weekly/monthly physical progress for billing

alignment.

Communicate with the Head Office billing/finance teams for bill submission,

clarification, and approvals.

Coordinate with contractors, site execution teams, and consultants for timely billing

inputs

Documentation -

Maintain all billing-related documentation:

o RA bills

o Work orders

o MBs

o Site instructions

o Variation orders

Track and document changes, deviations, or extra items for variation billing.

Track and report deductions such as TDS, LD (Liquidated Damages), or penalties,

if applicable.

Qualifications & Skills:

Education:

Bachelors in Commerce, Engineering (Civil preferred), or Finance

Experience:

1015 years in billing and budgeting in construction or infrastructure industry

Site-based experience in large-scale infrastructure or real estate projects

Strong exposure to contract billing, subcontractor billing, and project cost

control
