
Training and Capacity Building Expert

In this context, UNDP is looking to onboard a Training and Capacity Building Expert on a third-party contract for providing overall strategic direction, coordination, and stakeholder engagement for the effective implementation of the disaster risk mitigation initiative. The incumbent will coordinate a team of experts, facilitate inter-departmental collaboration, and deliver high-quality outputs, including district and departmental disaster management plans, hazard risk vulnerability assessments and MIS integration with state partner.
3. JOB PURPOSE AND SCOPE OF WORK (SOW):
Reporting to Programme Specialist (Resilience), the Training and Capacity Building Expert will lead efforts to enhance the disaster preparedness and response capabilities of government departments, institutions, and stakeholders. This role involves designing and delivering targeted training programmes, building institutional capacities at state and district levels, and promoting integration of disaster risk reduction (DRR) and climate resilience into government systems.
The specialist will also develop learning materials, facilitate knowledge exchange, and support sustained skill development for effective disaster management.
Duties and Responsibilities:
(A) Training Needs Assessment & Strategy Development:
(1) Support in conducting a Training Needs Assessment (TNA) to identify skill gaps and capacity-building priorities for government agencies and stakeholders;
(2) Develop a Training and Capacity Building Strategy aligned with national and state disaster management plans;
(3) Identify target groups, training modalities, and evaluation methods for capacity-building programs.
(B) Training Program Design & Implementation:
(1) Design and deliver training modules, toolkits, and simulation exercises for disaster preparedness and response;
(2) Conduct workshops, training-of-trainers (ToT) sessions, and field exercises for key government departments;
(3) Integrate gender, inclusion, and community-based approaches into training programs;
(4) Customize training packages for different audiences (DM and Non DM professionals, officials, teachers, ASHAs, civil society, etc.);
(5) Facilitate mock drills, simulations, and tabletop exercises in high-risk districts.
(C) Capacity Building for Line Departments & Institutions:
(1)Provide technical support to government agencies, disaster management authorities, and local bodies in institutionalizing DRR training programs;
(2) Help design a State Capacity Development Roadmap on DRM;
(3) Facilitate peer-learning platforms and cross-state learning exchanges on best practices.
(D) Knowledge Management & Learning:
(1) Develop training manuals, case studies, and best practice compendiums for knowledge sharing;
(2) Support in establishing a repository of training materials and e-learning resources for disaster risk reduction;
(3) Support in promoting collaboration with academic institutions, training institutes, and research organizations to enhance technical expertise.
(E) Monitoring, Evaluation & Reporting:
(1) Establish a Training Impact Assessment Framework to measure the effectiveness of capacity building initiatives;
(2) Develop indicators and benchmarks to assess learning outcomes and institutional strengthening;
(3) Prepare progress reports, training completion reports, and impact assessment studies for stakeholders.
4.QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Masters degree in Disaster Management, Public Administration, Education, Social Sciences, or a related field.
Experience:
(1) Minimum five years of experience in designing and implementing training programs in DRR, climate resilience, or emergency management. Prior experience with donor-funded projects, UN agencies, or development sector projects will be an asset;
(2) Additional experience in procurement of goods and services is desirable.
Skills and Competencies:
(1) Strong expertise in adult learning methodologies, curriculum design, and training facilitation;
(2) Experience in conducting simulations, drills, and scenario-based training;
(3) Familiarity with capacity-building programs at NDMA, SDMAs, or UN agencies;
(4) Proficiency in developing e-learning modules, digital training platforms, and blended learning approaches;
(5) Ability to work with government agencies, community organizations, and academic institutions;
(6) Excellent communication, documentation, and stakeholder engagement skills.
Languages:
Excellent knowledge of written and spoken English and Hindi is essential.
Competencies:
Technical Competencies:
(1) Understanding of disaster risk reduction (DRR) frameworks, climate resilience, and emergency response systems in the Indian context;
(2) Familiarity with national guidelines and frameworks such as the National Disaster Management Plan (NDMP), Sendai Framework, and SDMPs;
(3) Knowledge of integrating gender, inclusion, and community-based approaches in disaster training programs;
(4) Experience using learning management systems (LMS), virtual facilitation tools, and digital content creation software (e.g., Articulate, Moodle, Canva);
(5) Ability to design impact assessment frameworks and develop training indicators for monitoring and evaluation;
(6) Exposure to international best practices and innovations in disaster preparedness, resilience education, and institutional capacity strengthening.

5. CONSULTANCY FEE:
The monthly consultancy fee for the position is budgeted at INR 75,000/-. The professional fee will be subject to withholding taxes, as applicable.
6. NATURE OF ENGAGEMENT:
The selected candidate shall be engaged as a Consultant on the rolls of SAMS, a third-party payrolling agency, for a full-time consultancy engagement for a period of one year. It is explicitly clarified that this consultancy engagement does not constitute a promise or guarantee of future employment, with SAMS, or our client, or any other organization associated with the project.
