Project Context:

We are seeking a young and dynamic Sr. Manager / In-Charge – Quality Assurance (QA) & Quality Control (QC) to join our execution team for a prestigious 6/8 Lane Expressway Project in Jharkhand, part of the Delhi Kolkata corridor.

The project features perpetual pavement design and 120 km/h design speed viaducts, making it one of the most challenging and rewarding assignments in Indian infrastructure.

Position Details

• Role: In-charge / Sr. Manager – Quality Assurance (QA) & Quality Control (QC)
• Experience: 15 to 18 Years
• Education: B.E./B.Tech in Civil Engineering

Key Responsibilities – Sr. Manager / In-Charge (QA & QC)

1. Quality Management System (QMS)

• Establish and maintain a comprehensive Quality Assurance & Quality Control Plan (QAP) compliant with ISO 9001:2015, NHAI Quality Manual, and MoRTH / IRC / IS specifications.
• Ensure implementation of the Quality Management System across all project activities and conduct periodic internal audits and management reviews in line with ISO 9001:2015.
• Develop and enforce inspection and testing protocols for all works, ensuring traceability and compliance with contract requirements.
• Maintain up-to-date documentation and records ensuring readiness for audits by NHAI / IE / Third-Party agencies.

2. Approvals, Coordination & Compliance

• As the EPC Contractor's QA/QC Lead, ensure preparation, submission, and approval of all relevant quality-related documents, including Method Statements, Mix Designs, ITPs, Checklists, and QAPs, from the Independent Engineer (IE) / Authority before commencement of any activity.
• Ensure all submissions align with the latest NHAI guidelines, circulars, and policies governing road and bridge works.
• Coordinate with the IE and Authority's QA/QC divisions for routine and special inspections, material approvals, and compliance audits.
• Maintain a proactive approach to close all observations and ensure compliance in every activity cycle.

3. Material Testing & Laboratory Management

• Supervise the operation, calibration, and performance of site and central laboratories, ensuring all testing equipment complies with MoRTH Section 900 and NHAI standards.
• Verify and monitor testing frequencies for soil, aggregates, bitumen, and concrete as per MoRTH / IRC / IS standards.
• Approve material sources and ensure all materials are tested, documented, and approved prior to use.
• Facilitate periodic third-party / NABL lab testing and maintain traceable material test records.

4. Construction Quality Control

• Ensure QA/QC implementation during earthwork, GSB, WMM, DLC, PQC, structural concrete, and bituminous layers, including viaducts and bridges, as per MoRTH / IRC / NHAI requirements.
• Oversee pre-start activity approvals from IE/Authority and ensure site readiness with approved checklists, materials, and drawings.
• Verify compliance of workmanship, tolerances, curing, compaction, and material properties through systematic inspections.
• Ensure adherence to perpetual pavement design parameters and performance-based specifications.

5. Documentation & Quality Records

• Maintain ISO 9001:2015-compliant document control for all QA/QC records — including calibration logs, cube tests, pour cards, and concrete registers.
• Prepare and submit Daily, Weekly, and Monthly QA/QC Reports, along with NCRs, CAPA records, and quality audits to IE/Authority.
• Ensure timely closure of NCRs and compliance tracking for all audit findings.
• Maintain document traceability and ensure readiness for Authority / ISO / Third-party audits.

6. Mix Designs & Process Controls

• Supervise and obtain IE/Authority approval for mix designs of concrete, DLC, PQC, WMM, and bituminous works before execution.
• Validate process controls for batching plants, hot mix plants, and crushers — ensuring calibration, proportioning, and temperature control as per approved methodology.
• Monitor trial stretches, record performance data, and ensure process optimization based on results.

7. Non-Conformance & Corrective Actions

• Identify non-conformities, issue NCRs, and implement Corrective and Preventive Actions (CAPA) as per ISO 9001:2015's PDCA framework.
• Conduct Root Cause Analysis (RCA) for repetitive deviations and ensure long-term process improvement.
• Coordinate with site and design teams to address quality-related observations promptly.

8. Leadership & Training

• Lead the QA/QC team comprising site engineers, lab technicians, and quality inspectors.
• Conduct training sessions on MoRTH / IRC testing standards, QAP preparation, and documentation procedures.
• Foster a "Right First Time" and "Quality-First" culture across all construction teams and subcontractors.

9. Reporting & MIS

• Generate Quality MIS dashboards reflecting testing compliance, NCR status, mix design approvals, and audit performance indicators.
• Submit QA/QC reports periodically to Project Head, Corporate QA Cell, and IE.
• Ensure transparency and accountability in all QA/QC reporting.

10. Continual Improvement & Value Addition

• Continuously review project processes and suggest improvements in construction methodology for better quality outcomes.
• Participate in periodic Management Review Meetings and share lessons learned with other project teams.
• Ensure alignment with NHAI's objective of Zero Defect Construction and Lifecycle Quality Performance.

Desired Skills

• Strong knowledge of NHAI / MoRTH / IRC specifications and ISO 9001:2015 quality systems.
• Hands-on experience with QA/QC documentation, material testing, and mix design procedures.
• Proficiency in MS Excel, Word, and PowerPoint for quality data management and reporting.
• Familiarity with QA/QC laboratory equipment calibration and modern testing methodologies.
• Excellent coordination and communication skills for interaction with IE, Authority, and site teams.
• Ability to interpret drawings, specifications, and implement system-based quality control.
