Project Overview:

The MPowered Plus Project is a scaled-up version of the original MPowered program, which was launched in 2016 to promote women's economic development through mobile technology. With the support of Tata Communications Limited, the project is expanding to reach a larger population and aims to empower around 9,000 ultra-poor women and their families in the states of Odisha and Jharkhand.

The project is designed to help these women build sustainable and climate-resilient livelihoods by providing access to financial literacy training, mentorship, and digital resources that can help them grow successful microenterprises. Through the integration of digital technology, the project aims to increase women's income, social status, and integration into social and economic structures by promoting entrepreneurship in individuals and collectives. By empowering these women, the MPOWERED PLUS Project is helping to promote gender equality, reduce poverty, and build more resilient communities in rural India.

Position Overview:

We are seeking an experienced Program Management professional who has significant program management experience working closely with field and partner staff on the delivery of program objectives. The Senior Program Officer for the MPowered Plus program will lead on the implementation of this innovative digital focused project at state level reaching ultra-poor women in multiple districts of Odisha.  The Senior Program Officer will also support the MPowered Plus implementing partners to reach the ultimate objective of MPowered Plus program ensuring project participant using technology improve their socio-economic conditions and ensure sustainable livelihood.

Principal functions

Management and Oversight of Program Implementation:

  • Lead implementation of MPowered Plus program in Jharkhand to scale Trickle Up's approach to graduating vulnerable populations out of ultra-poverty.
  • Manage the successful execution of MPowered Plus Program in compliance with requirements, regulations, and good practices.
  • Supervise Block Coordinators of MPowered Plus implementing partners.
  • Facilitation during monitoring and evaluation systems and provide necessary information of MPowered Plus Program as and when necessary.
  • Regularly communicate program progress, results, and lessons learned to colleagues, partner organizations, and donors to support organizational learning and external.

Training and Capacity Building:

  • Implement and lead the capacity-building of field teams, SMART Sakhis (community coaches), NGO partners etc and ensure quality of training.
  • Support contextualization of training modules as per the state specific needs.

Networking

  •  Maintain contacts with block and district government bodies / authorities to ensure their cooperation and convergence with program activities.
  • Identify local resources that can support / complement TUIF's presence in the MPowered Plus Program.

Reporting, donor compliance and Learning initiatives:

  • The Senior Program Officer shall be the first node of data management and reporting as per the agreed Monitoring & Evaluation timeline of the program.
  • S/he will facilitate the smooth data collection from the field for digital M&E process.
  • For any evaluation and compliance visits organized by Trickle Up or the donor the Senior Program Officer shall be responsible.
  • The Senior Program Officer shall be responsible to support the rolling out of the learning initiatives in the assigned states agreed in the MPowered Plus Program and also provide feedback on the system at regular interval of time as agreed in the M & E timeline for the program.

Qualifications and Requirements

Education requirements

  • Master's degree in social science/ Statistics/ Development Studies/Social Work with Minimum 8 years of proven work experience in in program implementation of livelihood programs.

Knowledge and skills

  • The candidate must have exemplary communication skills with good Speaking and writing skills in English. For the Jharkhand based position, abilities to speak and write in Hindi is mandatory.
  • Experience in data quality, integrity and efficiency of data collection, analysis, reporting and external communications.
  • Knowledge of digital approaches of program implementation and management.

TRAVEL Requirements
