To lead the pre-tender and post-tender lifecycle, ensuring all government projects are planned with precision (using MS Project/Primavera) and executed strictly within the contractual framework of PWD/CPWD guidelines to avoid liquidated damages (LD) and maximize claims.

Key Responsibilities

A. Contracts & Tendering (PWD/CPWD Focus)

  • Bidding Strategy: Lead the preparation of technical and financial bids on the Central Public Procurement Portal (CPPP) and state e-procurement sites.
  • Contract Analysis: Thoroughly review GCC and SCC (Special Conditions of Contract) for PWD/CPWD projects to identify hidden risks, penalty clauses, and arbitration triggers.
  • Quantity Surveying (QS): Oversee the preparation of detailed BOQ (Bill of Quantities) based on the latest DSR and market rate analysis for non-scheduled items.
  • Claims Management: Document and draft "Extra Item" claims, "Extension of Time" (EOT) applications, and price escalation bills (under clauses like 10C/10CA/10CC).

B. Project Planning & Monitoring

  • Master Scheduling: Create detailed Baseline Schedules (L1, L2, L3) using Primavera P6 or MS Project.
  • Progress Tracking: Conduct weekly Planned vs. Actual variance analysis. Identify "Critical Path" delays and suggest mitigation strategies to the site teams.
  • Resource Planning: Forecast manpower, material, and machinery requirements to ensure they align with the cash flow and project milestones.
  • Reporting: Generate Monthly Progress Reports (MPR) and dashboards for senior management and government consultants.

C. Billing & Liaison

  • Client Billing: Oversee the preparation and timely certification of Running Account (RA) bills with PWD/CPWD Executive Engineers.
  • Reconciliation: Ensure periodic reconciliation of materials (Steel/Cement) as per theoretical vs. actual consumption.

Required Skills & Qualifications

  • Education: B.E./ B.Tech in Civil Engineering. A Post-Graduation in NICMAR (Advanced Construction Management) is highly preferred.
  • Experience: 8-10 years, with at least 5 years specifically handling Govt. Contracts (PWD/CPWD).
  • Software Proficiency: Expert in Primavera P6, MS Project, AutoCAD, and MS Excel.
  • Legal/Contractual Knowledge: Expert knowledge of CPWD Works Manual, Standard Operating Procedures (SOP), and Arbitration laws.
