**Job Title: Proposal Writer**

**Job Summary**:
**Key Responsibilities**:
RFI/RFP/RFQ Response Preparation: Prepare technical responses for various RFI, RFP, and RFQ requests from federal and state government agencies, ensuring compliance with all stated requirements.

Content Development: Prepare, improve, update, and enhance past performances and response boilerplate materials to ensure consistency and accuracy across all submissions.

Proposal Strategy: Develop and review proposal strategies and themes, and create a comprehensive Proposal Management Plan to guide the proposal development process.

Compliance Management: Develop a proposal compliance matrix and ensure that all proposal submissions fully comply with the outlined requirements.

Review and Quality Assurance: Review completed storyboards and proposal sections to ensure they address all requirements, meet customer page limits, and are of the highest quality.

Writing and Editing: Lead efforts to write, edit, and rewrite proposal content as necessary. Develop and refine graphic concepts to enhance proposal presentations.

Research and Capture Planning: Research funding opportunities, engage in the capture planning process, and contribute to the development of effective bidding strategies.

Process Development: Develop, review, and refine program development processes. Effectively manage proposal development team operations to ensure timely and successful proposal submissions.

Information Gathering: Develop targeted questions and conduct interviews with staff to obtain critical information for proposals.

Senior Management Communication: Clearly communicate proposal requirements and status updates to senior management, ensuring alignment and transparency.

Schedule Management: Manage the proposal response schedule and actively engage in the proposal knowledge management process to streamline efforts and improve efficiency.

Content Reuse and Maintenance: Write proposal narratives and leverage existing boilerplate content where appropriate. Maintain re-use libraries, ensuring the accuracy and relevance of all information.

Process Improvement: Document lessons learned and execute actions to improve processes, aiming to increase the success rate of future proposals.

Content Management: Oversee the editing of a wide range of documents related to software projects and products, including marketing brochures, white papers, technical specifications, product overviews, use cases, test cases, website content, imaging, screen design, prototypes, user assistance help, training materials, and business presentations.

**Qualifications**:
Bachelor's degree in English, Communications, Technical Writing, Business, or a related field.

Minimum of 2 years of experience in proposal writing, technical writing, or a related field.

Proven experience in managing and writing proposals for federal and state government contracts.

Strong understanding of government procurement processes and compliance requirements.

Excellent writing, editing, and communication skills.

Ability to work under tight deadlines and manage multiple projects simultaneously.

Proficiency in proposal management software and content management systems.

Strong organizational skills and attention to detail.

Ability to work effectively both independently and as part of a team.

Preferred Qualifications:
APMP certification or similar professional certifications.

Experience in developing graphic concepts for proposals.

Familiarity with federal acquisition regulations (FAR).
