Grants Compliance and Monitoring Officer

**SUMMARY**

The position is focused on ensuring the effective implementation, monitoring, and compliance of grant-funded programs, with an emphasis on adhering to various donor requirements and legal regulations. Key tasks include performance audits, collaboration with sub-grantees, proposal development, contract monitoring, and adherence to USAID and other donor standards. Additionally, the role encompasses risk assessment, software evaluation for grant monitoring, policy updating, compliance training, and providing guidance on grant compliance. Regular monitoring of organizational compliance with laws and regulations in the US and India, as well as preparation for and support of the annual compliance audit, are also integral

**ROLES AND RESPONSIBILITIES**

**Pre-Grant Award**:

- Ensure the development and submission of compliant proposals for additional funding opportunities.

**Grant Management**:

- Coordinate with Chief of Parties to ensure programs meet USAID and other donor requirements for program monitoring, data quality and utilization, and reporting.
- Collaborate with and education of sub-grantee personnel to ensure financial numbers on donor reporting are correct.
- Conduct subaward risk assessment and monitoring activities.
- Routinely update the policies and procedures for grant administration.

**Compliance**:

- Comply with US laws regarding expenditure responsibility.
- Ensure grantees are compliant with Indian FCRA rules and regulations.
- Routinely update the compliance schedule for each grant.
- Conduct routine compliance training for relevant stakeholders for every grant contract.
- Prepare for and support annual compliance audit.
- Analyze whether performance audit recommendations have been implemented.

Communication:

- Communication for all aspects of contract monitoring and evaluation, with grantees and other donors.
- Provide written and oral advice and guidance regarding compliance requirements that impact grants received by WIAI-US.
- Interface regularly with controller to ensure reporting accuracy.

Others:

- Analyze new and proposed legislation that could impact WIAI-US.
- Evaluate and recommend software to facilitate grant monitoring and compliance.
- Maintain a culture of high integrity in a regulated environment.

**REQUIREMENTS**
- A bachelor’s degree in Business Administration (or equivalent experience).
- Five or more years’ senior nonprofit compliance experience, with Indian non-profit experience and USAID experience preferred.
- Experience with 2 C.F.R. 200 (Uniform Guidance) and other external grants management requirements.
- Strong financial management skills, including budget preparation, analysis, decision making and reporting.
- Strong written and oral communication skills.
