**Job organizational context**:
The Social Policy and Social Protection (SPSP) programme operates in an evolving context, addressing challenges such as poverty impacted by India’s context of economic growth, jobless growth, demographic transitions, gender inequity, and climate risks. Despite these complexities, SPSP has achieved significant outcomes in advancing gender equity, mitigating climate risks, and improving child-focused policies through tools like cash transfers and targeted investments to support vulnerable populations.

The key shifts for SPSP include a convergent programming approach, ensuring integrated contributions to sectoral outcomes while leading social protection initiatives and organization-wide policy strategies. Key priorities include expanding urban programming for vulnerable groups, promoting child-sensitive social protection, and strengthening cash-plus linkages to complementary services. Additionally, it focuses on public finance for children by building credibility with financial institutions, advocating for child budgets, and improving fiscal reporting. These efforts, combined with gender-transformative programs, disability inclusion, and risk-informed climate strategies, aim to enhance resilience, inclusivity, and sustainable development aligned with the Sustainable Development Goals (SDGs).

**Purpose for the job**:
The Chief, Social Policy reports to the Representative for general guidance and direction, and is responsible for leading, managing and supervising all stages of social policy programming and related advocacy from strategic planning and formulation to delivery of concrete and sustainable results. This includes programmes aimed at improving (a) public policies to reduce child poverty; (b) social protection coverage and impact on children; (c) the transparency, adequacy, equity and efficiency of child-focused public investments and financial management; and (d) governance, decentralization and accountability measures to increase public participation and the quality, equity and coverage of social services. This encompasses both direct programme work with government and civil society partners as well as linkages and support to teams working on education, health, child protection, water and sanitation, and HIV.

**To qualify as an advocate for every child you will have**

**_ Minimum requirements:_**
- An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.
- A minimum of ten years of relevant professional experience in Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field is required.
- Demonstrated ability to provide strong programme, people and thought leadership, direction and mentorship to a team of senior technical experts working across different offices and fostering a collaborative work environment is required.
- Driving and managing programmatic change by providing strategic direction and support to team members during transitions, ensuring alignment with new programmatic priorities and enabling successful implementation across all levels is required.
- Fluency in English is required.
