Job Description

We are seeking an experienced Proposal Manager to lead our US State and Federal Government business expansion. The ideal candidate will have a strong background in proposal writing, bid management, market research, and business development across the SLED and Federal sectors.

This role requires a seasoned professional with hands-on expertise in managing the entire proposal lifecycle, collaborating with technical and pre-sales teams, and driving strategic opportunity targeting and expert proposal development.

The successful candidate will be responsible for streamlining pre-sales and bid management processes, improving proposal quality, and increasing win rates through targeted strategy execution.

Key Responsibilities:

  • Lead end-to-end proposal management for IT Services & Staff Augmentation.
  • Manage pre-sales and proposal response teams for government bids.
  • Draft, review, and submit compliant, compelling responses to RFXs (RFP, RFI, RFQ, SOW, EOI) for State, Local and Federal.
  • Coordinate with internal and external stakeholders, including technical teams and teaming partners.
  • Drive GO/NO-GO decisions, create annotated outlines, assign writing tasks, and oversee formatting and final submission.
  • Conduct SWOT and competitor analysis to build a bidding strategy.
  • Perform email campaigns and cold calling to generate new leads.
  • Work closely with BD teams to identify opportunities and build strategic partnerships across various government agencies.
  • Participate in SLED and Federal procurement cycles, support proposal process automation, and ensure compliance.
Required Skills and Qualifications
  • Minimum 8 years of experience in Proposal Management, including SLED and Federal contracts.
  • Strong understanding of the US State and Federal acquisition process and experience with GSA, FedConnect, , and similar systems.
  • Proven track record in managing and winning government contracts for IT Services and Staffing.
  • Experience in vendor registration and compliance processes for State and Federal contracts.
  • Excellent written and verbal communication, editing, and document organization skills.
  • Self-starter with ability to manage multiple priorities under tight deadlines.
