Job Overview

The ideal candidate will oversee the state-level implementation, monitoring and evaluation of a large-scale housing project. This role requires a strong understanding of project management, financial management, IT and data analytics, strategy development and stakeholder coordination.

Key Responsibilities
  1. Develop annual action plans and coordinate city-level, district-level and municipal teams for effective on-ground delivery.
  2. Supervise project management activities including timelines, budgeting, fund utilization, beneficiary identification and progress tracking.
  3. Prepare, analyze and manage project-related Request for Proposals (RFPs), bidding documents and oversee the entire bid management process ensuring government compliance.
  4. Collaborate with stakeholders: state, municipal and central government officials, private developers, financial institutions, consultants and communities.
  5. Coordinate the flow of funds: ensure timely fund release from central/state resources and proper utilization through direct benefit transfer (DBT) and integrated MIS.
  6. Conduct regular team meetings; ensure the compilation, collation and submission of robust project Management Information System (MIS) and analytics reports.
  7. Implement and maintain IT-enabled platforms for project monitoring, geo-tagging, beneficiary databases and real-time dashboards.
  8. Address grievances, conduct beneficiary meets and resolve escalation issues efficiently.
  9. Ensure adherence to state, central and PMAY(U) operational guidelines.
  10. Liaise in both English and Marathi with all stakeholders for effective project communication and public outreach.
Requirements
  • A Master's degree in Engineering, Management, Urban Planning, Public Policy, Computer Science, Finance or related fields.
  • Minimum 9 years in project/program management, including at least 4-5 years handling government, housing, infrastructure or urban development projects.
  • Proven experience in centrally sponsored/central government schemes, including fund management and implementation at state level or with government consulting assignments.
  • Hands-on experience with IT systems, MIS and team management.
  • Substantial exposure to public procurement, bid management and document preparation as per government norms.
  • Experience in stakeholder engagement, multi-level coordination and capacity building.
