Urban Mobility Specialist

Job Description:
The Senior Project Associate will lead, plan, implement, and evaluate road safety strategies across the state. This includes working with government stakeholders, urban and rural authorities, law enforcement agencies, consultants, and community groups to reduce traffic fatalities, enhance roadway safety, and deliver on state and national policy objectives.
Key Responsibilities:
- Policy & Strategy:
- Develop, implement, and review the State Road Safety Policy and Action Plan.
- Advise on alignment of state initiatives with national road safety frameworks and Sustainable Development Goals (SDGs).
- Develop guidelines and standards for safe road infrastructure, signage, and traffic management.
- Infrastructure Planning & Design:
- Evaluate design and safety aspects of new and existing road projects.
- Recommend countermeasures for high-risk areas and conduct road safety audits at various stages.
- Data Analysis & Research:
- Analyze crash data and road user patterns.
- Maintain and update a road safety database and prepare periodic performance reports.
- Use data-driven approaches in formulating interventions.
- Capacity Building & Training:
- Design and deliver capacity building workshops for engineers, enforcement officers, planners, drivers, and community groups.
- Develop knowledge-sharing resources and toolkits on road safety best practices.
- Community Engagement:
- Lead the design and execution of road safety awareness campaigns.
- Collaborate with local NGOs, schools, and community leaders for safe mobility initiatives.
- Enforcement & Monitoring:
- Work with police and traffic enforcement teams to strengthen compliance with road safety laws.
- Monitor and evaluate the effectiveness of enforcement and engineering interventions.
- Interdepartmental Coordination:
- Facilitate meetings among diverse government agencies for integrated safety improvements.
- Represent the state at national road safety forums and stakeholder consultations.
- Technology & Innovation:
- Advocate for the adoption of intelligent traffic management systems and emerging safety technologies.
- Advise state authorities on procurement and deployment of digital enforcement and monitoring tools.
Qualifications:
- A Master's degree in Transportation Planning/Engineering, Urban Planning, Urban Design, Public Policy, or a related field.
- Minimum 5 years of experience in mobility and/or road safety in India.
- Proven experience in developing and implementing successful urban mobility programs.
- Strong understanding of Indian policies, laws, and regulations.
- Excellent analytical and problem-solving skills.
- Strong communication, collaboration, interpersonal, and presentation skills.
- Ability to work independently and as part of a team.
- Proficiency in MS Office Suite, Auto Cad, GIS, Photoshops, and data analysis tools.
- Hindi and English fluency is a must. Odiya is preferable.
