Key Responsibilities:

  • Comply with HSSE policy, procedures, and legislation in performing duties
  • Prepare and monitor periodic reports, including ISL, PO/Service status log, Contract's validity tracker, and other reports as required
  • Maintain awareness of new trends and stay updated on new products
  • Participate in vendor identification through research and market screening
  • Create Inquiry Bidders' List (IBL)
  • Review Inquiry/Material/Service Requisitions (IR, MR) for correctness and completeness of documents
  • Prepare RFQs and issue them to prospective vendors, expedite receipt of offers, and coordinate pre-bid clarifications with engineering
  • Review received quotations for completeness and obtain missing information and documents required for bid techno-commercial evaluation
  • Prepare commercial bid tabulation
  • Prepare shortlisting file note based on preliminary bid tab and offers received
  • Distribute technical offers to the engineering team and expedite completeness of Technical Bid Evaluation (TBE)
  • Regularly update and issue Inquiry Status Log (ISL), Bid Clarifications Request Log, etc.
  • Issue Technical Queries (TQ) received from engineering to vendors and obtain appropriate clarifications
  • Arrange teleconference calls and bid clarification meetings with vendors
  • Prepare and issue commercial bid clarification requests to vendors and obtain appropriate responses
  • Obtain clear and complete Technical Bid Evaluation (TBE) from engineering
  • Coordinate with Contracts team to review and close-out exceptions and deviations to Terms and Conditions (T&Cs) of Purchase
  • Prepare final scope of supply in coordination with discipline engineer
  • Solicit final bids from vendors and conduct commercial negotiations with vendors
  • Prepare Award Recommendations for selected vendors
  • Review Letter of Award (LOA), Purchase Order (PO), and Change Orders (CO) and obtain respective acknowledgments
  • Communicate what went wrong with unsuccessful bidders and encourage them to participate in future bids
  • Make purchasing decisions based on project execution strategy, need, and business policy
  • Comply with, implement, and adhere to Procurement & Subcontract Policies and Vendor Invoicing Procedures within the Project
  • Participate and assist during internal and external audits and implement necessary actions to ensure compliance with procedures and policies
  • Operate Microsoft Office applications and other IT-related software required for business operations
  • Prepare and compile project review meeting reports as requested by supervisor

Job/Cost Impact:

Effective functioning of Procurement Engineer will lead to timely completion of projects with minimal difficulties and discrepancies, resulting in cost and time savings opportunities.

Decision Making Authority:

Guide buyers in making decisions, including finalization of inquiry bidders' list, extension of bid due date, shortlisting file note, recommend vendor for award in conjunction with Procurement Manager/Procurement Director and Project Manager based on techno-commercial evaluation with necessary approvals and process Purchase Orders in line with the project Delegated Authority Matrix (DAM).

Essential Qualifications and Skills:

  • Bachelor's degree from a reputable institution with more than 15 years of experience in procurement and supply chain management (PSCM)
  • Perform procurement and subcontract activities within established purchasing SCM procedures and in line with project execution schedule and budget
  • Coordinate with internal and external stakeholders to secure clear bid offers for technical and commercial evaluation and to issue purchase orders in line with contractual specifications and project execution schedule

Petrofac offers competitive salaries. Based on the job description and location, we estimate an annual salary of $120,000 - $180,000, depending on experience.
