Proposal Research Analyst and Outreach Specialist Job Description

Key Responsibilities:

  • Draft and submit proposals, tender responses, and generate offers as a single point of contact for customers.
  • Research and review RFPs/RFQs/RFIs/RFRs and submit to the Proposal Manager for further consideration.
  • Responsible for researching, capturing, and registering in bid/rfp portals.
  • Analyze RFP requirements against the proposal outline to ensure compliance and responsiveness to customer needs throughout the proposal development effort.

Proposals should be well-written, timely, and meet all client requirements. The Proposal Research Analyst will also direct writing/editing/rewriting efforts, create proposal outlines, and schedule meetings with team members to develop strategies.

The Outreach Specialist will assist in identifying pre-qualifying subcontractors for federal, state, and local RFPs and bids, support outreach efforts to diverse businesses to meet subcontracting and diversity goals, maintain and update subcontractor databases, and track upcoming RFPs and subcontracting opportunities across various agencies.

Required Skills and Qualifications:

  • Strong research skills, including ability to analyze complex information and provide recommendations.
  • Excellent communication and interpersonal skills, with ability to work effectively with internal teams and external partners.
  • Experience in writing, editing, and creating graphics content, with strong attention to detail and ability to meet deadlines.
  • Ability to multitask and prioritize multiple projects and tasks simultaneously.
  • Strong problem-solving skills, with ability to think critically and creatively to find solutions to complex problems.
