Telecom Transformation Leader Job Description

Transform Telecom Regulatory Processes

We are seeking a highly skilled Telecom Transformation Leader to drive the strategic implementation of the Telecom Act 2023. This role involves driving digital transformation across telecom regulatory processes, enabling unification of over 40 digital platforms and optimizing workflows related to license issuance, spectrum allocation, and network operations.

  • Analyze existing workflows related to:
  • License issuance for TSPs/ISPs
  • Spectrum allocation
  • Lifecycle processes (issuance to termination/surrender)

The successful candidate will identify digitization and IT system needs for the complete license lifecycle, interpret the Telecom Act 2023, and pinpoint opportunities for digital enhancement. They will provide telecom domain expertise, especially in 4G/5G networks and operations, assist in designing new schemes/models aligned with current and revised telecom policies, and develop and implement unified digital frameworks for portals, integration plans for new software modules, and streamlined processes for regulatory compliance.

Key responsibilities include conducting stakeholder consultations across DoT license issuing divisions, spectrum authorities, field units, and industry stakeholders, collaborating with technical teams at IBV/C-DOT for software development, testing, deployment, and maintenance, leading business process reengineering efforts to drive efficiency, providing training materials and user adoption support for new systems, tracking project progress, managing risks, and ensuring timely execution.

Aligning project outcomes with the strategic goals of the Telecom Act 2023 is crucial. The ideal candidate will offer telecom expertise to resolve regulatory and operational challenges and ensure seamless project delivery.
