Senior Proposal Specialist Position

This is a senior-level proposal specialist position that requires extensive experience in federal contracting, particularly with the Department of Defense (DoD).

Key Responsibilities:

  • ">
  • Develop and manage proposals from identification to submission, ensuring compliance with government requirements and meeting deadlines.">
  • Capture and bid management using various portals such as SAM.GOV, GovTribe, FedConnect, GovWIN, and GSA ebuy.">
  • Technical writing: Produce high-quality, detailed proposals, white papers, RFIs, and sources sought responses with a focus on federal, DoD, and IT services.">
  • Winning strategy development and implementation for proposals, leveraging past performance and company strengths.">
  • Request for Proposals (RFPs), Requests for Information (RFIs), and Sources Sought notices analysis and response in a timely and organized manner.">
  • Collaboration with internal teams, including technical SMEs, to gather information, write, and edit content for proposals and ensure alignment with IETS capabilities.">
  • Opportunity identification through IDIQs and GWACs such as GSA MAS, Polaris SB, OASIS+, and other government contracting vehicles.">
  • Maintaining knowledge of evolving requirements and new government initiatives.">
  • Strong understanding of federal procurement regulations, including FAR and DFARS.">
  • Proposal compliance with government formatting and content requirements, including proposal submission portals like SAM.gov, GSA eBuy, and others.">
  • Project management: Oversee the proposal process from initiation through submission and post-award debrief, adhering to deadlines and managing internal contributors to ensure timely delivery.">

Requirements:

  • ">
  • 3+ years of experience as a proposal manager/technical writer in federal contracting, particularly with DoD proposals.">
  • Demonstrated success in winning federal contracts.">
  • In-depth understanding of IDIQ contracts, GWACs (GSA MAS, Polaris SB, OASIS+), and other government contracting vehicles.">
  • Strong technical writing skills with an ability to translate complex technical solutions into clear, compelling proposals.">
  • Experience working cross-functionally with technical, management, and business development teams.">
  • Excellent project management skills and the ability to manage multiple deadlines and competing priorities.">
  • Strong written and verbal communication skills.">
  • Proficiency with proposal management and submission tools (e.g., SharePoint, Salesforce, GovWin, SAM.gov, etc).">
  • Experience with Native Hawaiian Organizations (NHO) or other 8(a) businesses is preferred.">
  • Familiarity with DoD acquisition processes, Small Business Innovation Research (SBIR) programs, and other government initiatives.">
  • Experience developing and maintaining proposal content libraries.">
