Procurement Strategist

Role Overview:

The Procurement Strategist plays a pivotal role in identifying, preparing, and submitting tenders for infrastructure projects. A strong understanding of contract conditions, pricing strategies, government portals, and compliance with tender requirements is essential for this position.

Key Responsibilities:

  • Tender Identification & Evaluation
  • Regularly track government and private e-procurement portals for relevant tenders.
  • Evaluate eligibility criteria, scope of work, and risks before participating in the tender process.
  • Prepare tender synopsis and present feasibility reports to management.
  • Tender Preparation & Submission
  • Coordinate with estimation, design, finance, and legal teams for inputs and information.
  • Compile technical & financial bids as per client requirements and specifications.
  • Ensure timely submission of bids (online/offline) with complete documentation and adherence to tender requirements.
  • Cost Estimation & Pricing
  • Work with the estimation team to prepare competitive pricing strategies.
  • Analyze Bill of Quantities (BOQ), material, manpower, and subcontracting requirements for accurate cost estimates.
  • Recommend pricing strategies based on competitor analysis and market intelligence.
  • Liaison & Coordination
  • Coordinate with government bodies, consultants, and clients for clarifications and information exchange.
  • Attend pre-bid meetings, site visits, and client interactions to ensure smooth communication and relationships.
  • Follow-up on tender results and maintain relationships with authorities and stakeholders.
  • Documentation & Compliance
  • Maintain updated vendor registrations, certificates, and statutory compliances to ensure seamless operations.
  • Ensure adherence to legal, tax, and technical documentation in tenders and contracts.
  • Maintain tender MIS reports, success ratios, and competitor insights to inform business decisions.

Qualifications & Experience:

  • Bachelor's Degree in Civil Engineering / Construction Management / Business Administration.
  • 5–8 years' experience in procurement/contracts in infrastructure/construction sector.
  • Strong knowledge of EPC, PPP, BOT tendering models and their application.
  • Proficiency in government e-procurement portals (CPPP, IREPS, GEM, etc.).
  • Excellent MS Excel, MS Project, and documentation skills.

  • Networking with government officials and industry stakeholders to build relationships and opportunities.
  • Detail-oriented with strong compliance mindset and ability to ensure adherence to regulations and policies.

Performance Indicators (KPIs):

  • Tender Success Ratio (% bids won vs. submitted).
  • Timely submission of bids without compliance errors or issues.
  • Accuracy of cost estimates and profitability of secured projects.
  • Quality of market intelligence and competitor analysis reports.
