Job Summary:

Seeking a highly experienced specialist in flood hazard analysis and emergency preparedness to lead the development of strategic documents, provide technical expertise for contingency planning, and facilitate stakeholder consultation sessions.

Key Responsibilities:

  • Expertise: Provide authoritative guidance on flood routing, dam break analysis, inundation mapping, and operational protocols of dams.
  • Document Development: Lead the creation and finalization of comprehensive documents following international best practices.
  • Contingency Plan Support: Offer technical assistance for EAP development and finalization.
  • Stakeholder Engagement: Facilitate and support stakeholder consultation meetings.
  • Plan Review and Finalization: Review and finalize plans presented by project teams.
  • Training and Capacity Building: Design and deliver training courses on flood hazard analysis, inundation mapping, EAP preparation and implementation, and capacity building programs for implementing agencies.
  • Flood Routing Studies: Perform integrated flood routing studies for cascades of reservoirs and undertake need-based flood routing studies to determine routed floods for specific reservoirs.
  • Dam Safety Inspections: Conduct dam safety inspections and manage related documentation and communication.
  • Data Contribution: Contribute data and insights to the National Dam Safety Information System and Management Information System (MIS).
  • Academic Partnerships: Support the development of in-house expertise at select academic institutions.
  • Conference Participation: Participate in national and international conferences via technical paper submissions and presentations.
  • Project Support: Support preparation of Project Rehabilitation Reports and assist in the finalization and training of the Construction Supervision & Quality Assurance (CS&QA) Manual and Plan.
  • ToT Delivery: Deliver Training of Trainers (ToT) for DRIP IAs to enhance their CS&QA capabilities.
  • Need-Based Inspections: Undertake need-based inspections of DRIP dams and accompany Central Dam Safety Review Panel (DSRP) teams for special safety issues.
  • DRIP-Related Activities: Perform any other DRIP-related activities as assigned by the Project Director, DRIP, CWC.

Requirements:

  • Bachelor's degree in Civil Engineering with a postgraduate degree in Hydraulic or Hydrology.
  • At least 15 years of experience in hydrological and hydraulic modeling using MIKE, HEC_HMS, or other relevant advanced modeling tools.
  • Proven track record of dealing with flood routing, dam break analysis, inundation mappings, operational protocols of dams, and preparation of Emergency Action Plans.
  • Experience in preparing at least 10 large dam projects, including inundation mappings.
