If you're looking to work flexibly and with purpose, join a team that delivers measurable change for millions.The RoleThe Senior Manager, TSU (Team Lead) will provide overall leadership to the Technical Support Unit (TSU) in Odisha, working in collaboration with the Department of Panchayati Raj & Drinking Water (PR&DW), Odisha Rural Water Supply & Sanitation (RWSS), and EAII partners in the state. You will be responsible for driving the state's safe water agenda, providing strategic guidance, managing relations with senior government stakeholders and National Office team members, and driving TSU program goals. The role requires managing the TSU team while serving as the primary liaison between EAII Advisors, Odisha PR&DW, RWSS, and other key state government stakeholders.ResponsibilitiesProvide overall leadership and management of the TSU, ensuring alignment with Evidence Action's safe water program goals and Odisha RWSS priorities.Act as the primary liaison between EAII Advisors, Odisha PR&DW and RWSS, and other key state government stakeholders, private players, and non-government entities, ensuring smooth collaboration between all stakeholders.Lead technical support to Odisha RWSS on installation and O&M of in-line chlorination systems, ensuring proper calibration, functionality, and compliance with National and State level JJM guidelines.Lead development of state-specific frameworks, advisories, SOPs, pro-forma tenders, procurement models, and program recommendations on safe water for pilot and scale-up of In-Line Chlorination (ILC) in the state.Supervise preparation of technical briefs, monthly and quarterly progress reports, and presentations for state leadership.Represent the program in high-level meetings with PR&DW, RWSS, state government, and EAII external partners.Lead training and capacity-building workshops for state and district-level engineers and technical staff on the design, installation, and O&M of in-line chlorination devices.Oversee the monitoring, learning and evaluation (MLE) systems and provide regular data analysis and reports to Odisha RWSS.Coordinate with Evidence Action's National Office and technical teams to provide technical support to Odisha RWSS.Manage and supervise the TSU staff, ensuring effective delivery of technical and operational support.Manage and lead community engagement initiatives and sessions with Gram Panchayats and allied community stakeholders (pump operators, ASHA workers, Anganwadi workers) to strengthen awareness, ownership, and adoption of safe water/chlorination practices.RequirementsEssential8-10 years of professional experience, including at least 5 years in managerial roles in government advisory/engagementAt least 5 years in large-scale program management/project managementProven experience working with Odisha state government departmentsProven experience in leading a team and stakeholder managementExpert verbal proficiency in Oriya (spoken)Strong leadership skills with experience in managing teams and fostering a collaborative work environmentStrong capability in managing multiple stakeholders, both internal and external, while staying true to objectivesExcellent communication skills with the ability to engage and influence government officials and other stakeholders effectivelyStrategic thinking with ability to develop and implement plans aligned with organizational and state government goalsStrong project management skills using project management toolsStrong analytical skills with the ability to interpret data and make evidence-based recommendationsAbility to navigate complex challenges and provide practical solutions in a dynamic environmentComfortable with ambiguity and working with various stakeholders with a knack for rapid program growthWillingness to travel within Odisha up to 30% of the timeDesirableMBA/Master's degree in Public Policy, Management, Public Health, Water Resources, or a related fieldBachelor's degree in Engineering (Civil, Mechanical, Environmental, or related field)Experience working with Odisha RWSSExpert written and verbal proficiency in English and HindiDisclaimer: The job description provided above is a general outline of the typical responsibilities and requirements for the role.
