Job Summary:

We are looking for an experienced Tender Specialist / Bid Manager to lead and manage government IT projects. This role is pivotal in driving business growth through competitive bid development, customised IT solutions, and commercial strategy. The ideal candidate will have a deep understanding of government procurement processes, exceptional proposal management skills, and expertise in financial oversight.

Key Responsibilities:

Solution Development:

  • Identify business opportunities by analyzing government project requirements.
  • Design tailored IT solutions for government agencies across sectors like healthcare, finance, accounting, and automation.
  • Collaborate with internal teams to gather inputs and secure necessary approvals.
  • Conduct market research to establish pricing benchmarks and seek executive input on final solutions.
  • Ensure end-to-end solution design is compliant with government specifications.

Bid Management:

  • Lead the preparation of high-quality, comprehensive bid documents for government tenders.
  • Coordinate with stakeholders to produce customer-facing responses showcasing the organisation’s capabilities.
  • Ensure proposals address both technical and commercial aspects.
  • Adhere to legal, regulatory, and company guidelines in all bid submissions.
  • Articulate value propositions tailored to each client’s needs.

Commercial Management:

  • Develop and implement pricing strategies for government tenders to ensure competitive and profitable proposals.
  • Review financial projections and rate cards, collaborating with finance teams to finalise pricing strategies.
  • Ensure all commercial aspects align with both client requirements and internal guidelines.
  • Seek executive team input on financials to ensure accuracy and competitiveness.

Proposal Development:

  • Collaborate with delivery teams to develop solution pitches, including infographics and workflows.
  • Create detailed pricing proposals, project timelines, and assumptions.
  • Work with the CMO to streamline customer-facing presentations.

Due Diligence:

  • Use information-gathering templates to collect critical data for solution design.
  • Validate critical information with clients to ensure accuracy.
  • Organise meetings with client contacts to refine solutions and verify assumptions.
  • Coordinate with internal teams to ensure the timely and accurate delivery of solution designs.

Post-Solution Activities:

  • Draft and review term sheets and Statements of Work (SOWs) after successful tender wins.
  • Ensure alignment between SOWs and proposed solutions.
  • Coordinate with sales, operations, and talent acquisition teams to define transition and ramp-up plans.

Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.
  • 3 to 5 years of experience in bid management for government IT projects.
  • Strong understanding of government procurement processes and IT service solutions.
  • Proven expertise in commercial management, solution development, and proposal preparation.
  • Strong communication, negotiation, and leadership skills.
  • Proficiency in bid management and financial projection tools.
