Job Summary:


The National e-Governance Division (NeGD) is seeking a highly skilled and experienced Application Architect to lead the design and development of scalable, secure, and high-performance applications supporting various e-governance initiatives under the Digital India program. The ideal candidate will possess a deep understanding of application architecture principles, modern development frameworks, and best practices in software design. This role is pivotal in ensuring that NeGD's applications meet the highest standards of quality, usability, and interoperability to enhance public service delivery.


Key Responsibilities


Architectural Design:

  • Develop and implement robust application architectures that align with NeGD's strategic objectives and programs.
  • Design system components, modules, and interfaces for new and existing applications.


Technology Strategy:

  • Evaluate and recommend appropriate technologies, frameworks, and platforms to optimize application performance and scalability.
  • Stay updated with emerging technologies and industry trends to incorporate innovative solutions.


Development Oversight:

  • Provide technical leadership to development teams throughout the application lifecycle.
  • Ensure adherence to coding standards, security protocols, and best practices in software development.


Integration and Interoperability:

  • Design applications with a focus on integration with other government systems and services.
  • Ensure interoperability and seamless data exchange between different platforms.


Quality Assurance:

  • Establish and enforce quality assurance processes, including code reviews and testing protocols.
  • Identify and resolve architectural issues and performance bottlenecks.


Documentation and Communication:

  • Prepare detailed architectural documentation, technical specifications, and design guidelines.
  • Collaborate with stakeholders, including government departments and external partners, to gather requirements and provide technical insights.


Security and Compliance:

  • Implement security measures to protect applications from vulnerabilities and threats.
  • Ensure compliance with government regulations, policies, and standards related to software development.


Qualifications and Experience:


Education:

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • A Master's degree or specialization in Software Architecture or related disciplines is preferred.


Experience:

  • Minimum of 8-10 years of experience in software development, with at least 5 years in an architectural role.
  • Proven experience in designing and implementing large-scale, mission-critical applications.
  • Familiarity with e-governance projects or public sector experience is advantageous.


Certifications:

  • Relevant certifications such as TOGAF, Certified Software Architect, or equivalent are beneficial.


Skills and Competencies:

Technical Expertise:

  • Strong knowledge of software architecture principles and design patterns.
  • Proficiency in multiple programming languages such as Java, .NET, Python, or similar.
  • Experience with web technologies, microservices architecture, APIs, and cloud platforms.


Analytical Skills:

  • Ability to analyze complex requirements and translate them into effective architectural solutions.
  • Strong problem-solving skills with attention to detail.


Leadership and Communication:

  • Excellent leadership abilities to guide and mentor development teams.
  • Effective communication skills to interact with technical and non-technical stakeholders.


Project Management:

  • Ability to manage multiple projects simultaneously and meet tight deadlines.
  • Experience with Agile methodologies and project management tools.


Understanding of E-Governance:

  • Familiarity with the Digital India initiative and e-governance frameworks.
  • Knowledge of government IT policies, standards, and regulatory requirements.
