
Country HSE Manager

The Country HSE Manager for Liberia is responsible for leading and overseeing all Health, Safety, and Environmental (HSE) functions across the companys operations in Liberia. This role ensures compliance with Liberian laws, company HSE policies, and international standards while fostering a strong safety culture and environmental stewardship across all projects, offices, and sites.
Key Responsibilities:
- Develop and implement Liberias HSE strategy aligned with corporate goals.
- Provide expert HSE advice to senior management and promote a strong safety culture.
- Act as the primary HSE contact and drive continuous improvement.
- Ensure compliance with Liberian laws, EPA, Ministry of Labor, and ISO standards.
- Monitor regulatory changes and submit required HSE reports.
- Conduct hazard identification, risk assessments, and audits.
- Develop and implement risk mitigation plans.
- Develop and enforce HSE policies and procedures consistent with ICC and local regulations.
- Manage HSE systems and ISO certifications.
- Standardize safe work procedures across operations.
- Lead incident investigations with root cause analysis and corrective actions.
- Maintain accurate incident documentation and communicate lessons learned.
- Design and deliver HSE training addressing local hazards.
- Perform site inspections, audits, and track key HSE performance indicators.
- Oversee customer and ISO audits as Management Representative.
- Manage waste disposal, pollution prevention, and environmental protection initiatives.
- Promote energy efficiency and resource conservation.
- Monitor vendor HSE performance and lead corrective actions.
- Manage workers compensation cases and support return-to-work programs with HR.
- Perform other HSE duties as assigned.
Qualifications:
- Bachelors degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
- Over 15 years of progressive HSE experience, with at least 5 years in a managerial or leadership role in construction.
- Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001/14001 Auditor highly preferred.
- Strong knowledge of HSE regulations and industry standards.
- Excellent analytical and problem-solving skills.
- Ability to conduct risk assessments and safety audits.
- Proficiency in HSE management systems and reporting tools.
- Strong communication and leadership skills.
