**Organizational Setting and Reporting Relationship**:
The position is assigned to Procurement Division 1 (PFP1) within the Procurement, Portfolio and Financial Management Department (PPFD). PPFD's responsibilities include project-related financial management, consultant recruitment, Executing Agency procurement reviews, project implementation, portfolio management and project performance management. In addition, our teams are involved in a number of initiatives and have introduced certain changes to procedures to improve ADB's performance with respect to consultant recruitment, procurement reviews, project implementation, portfolio management and project performance management.

The incumbent will report to the outposted Procurement Specialist in India Resident Mission (INRM).

**Your Role**:
As an Associate Project Officer (Procurement), you will support the functions of PFP1 in coordination, implementation, and monitoring of ADB financed projects in India and quality assurance of projects. You will work closely with the outposted procurement specialist and a senior national procurement officer (NPO) to provide quality oversight of the INRM portfolio, implementing and supporting procurement-related initiatives and processes, including providing operational support in reviewing transactions. You will oversee the review of procurement-related documents, streamlining of procurement processes, and strengthening of procurement governance at INRM.

**You will**:

- Conduct review of various procurement documents from sector teams, including draft bidding documents (BD), technical and financial bid evaluation reports (BER), contract variations, expression of interest (EOI), requests for proposals and evaluation of technical and financial proposals for consultant recruitment, draft contracts, and contract award recommendations for projects.
- Review internal electronic Procurement Approval Forms (ePAF), consultant recruitment checklists and contract modification forms for contract variations and processes them through online Procurement Review System (PRS) along with fax letters to executing agencies for goods/civil works contracts and consulting services contracts and other related correspondences as required.
- Provide advice to project officers/mission leaders on procurement, consultant recruitment and contract management matters to resolve issues affecting project implementation and ensure compliance with ADB procurement policy, procedures, guidelines, borrower regulations and staff instructions.
- Assist executing and implementing agencies (EAs/IAs) in preparing various procurement documents to ensure compliance with ADB's procurement guidelines, borrowers regulations, staff instructions and financing agreements. Responds to EAs' inquiries on procurement and consultant recruitment matters. Maintain close communications with concerned government agencies with respect to country procurement system and other policies, as and when needed.
- Assist INRM staff in the engagement of individual staff consultants and technical assistance (TA) consultants through Consultant Management System (CMS) and guide them in dealing with complex contract administration issues.
- Assist teams in processing and administering loans and TAs, including participating in projects processing and review missions, particularly for procurement related aspects including preparing procurement capacity and risk assessment, conducting post-procurement audits, reviewing contract packaging, preparing/revising procurement plans and preparing mission reports relating to procurement and consultant recruitment.
- Identify non-compliance, if any, with ADB procurement policy, guidelines, borrowers regulations and financing agreements and recommend remedial measures and actions for improving procurement processes, issues related to contracts management, and help solve procurement and contract management problems.
- Coordinate with relevant divisions in ADB's Portfolio, Procurement and Financial Management Department (PPFD), Office of Anticorruption and Integrity (OAI), Office of General Counsel (OGC), Sector Divisions and other concerned divisions on procurement and consulting services matters.
