**OBJECTIVES OF THE PROGRAMME**:
To strengthen health system response to prevent avoidable morbidity and mortality from non-communicable diseases. Member States will be supported to develop and operationalize national NCD plans through evidence-based technical support on appropriate governance and accountability structures as well as on developing optimal policy response. The program works with Member States to advocate and to strengthen their capacity to develop policies that may include legislations and regulatory measures, information and education campaigns and health system responses based on primary health care approaches to prevent as well as care for people with existing risk factors and NCDs.

**DESCRIPTION OF DUTIES**:
Under the direct supervision of Director, HPN and the overall guidance of Director, Programme Management, the incumbent shall carry out the following duties:
1. Provide guidance and support to countries on implementation of national commitments in the high-level UN Political Declarations;
2. Develop guidelines, strategies and facilitate implementation and evaluation of non-communicable disease-related multi-sectoral policies and plans in SEAR countries;
3. Develop and support mechanisms to build regional, national and local capacity in addressing NCDs and major risk factors;
4. Support and strengthen NCD surveillance and information system, including information dissemination with aim to strengthen NCD prevention and control in the Region;
5. Collaborate with international development partners, including to mobilize technical and financial resources;
6. Advocate for inclusion of NCD prevention and control into the national socio-economic development and investment plans and policies; and overall health system development strategy/policy/plan; and forge regional cooperation for catalyzing integration of NCDs into the development agenda including through regional bodies;
7. Facilitate implementation of “One WHO Workplan on NCDs”;
8. Co-ordinate among various technical units and with WCOs to prepare the biennial regional status report on NCDs;
9. Participate in and report, as necessary, on various NCD resolutions and progress reports to SEAR governing bodies;
10. Coordinate with various technical units to monitor and report on regional flagship deliverables and indicators;
11. Undertake any other duties assigned by supervisors.

**REQUIRED QUALIFICATIONS**:
**Education**:
**Essential**: Postgraduate degree in community/preventive medicine and University degree in medicine.
**Desirable**: A postgraduate or doctoral degree in public health or health system.

**Experience**:
**Essential**: At least 10 years of relevant experience, including considerable experience obtained in an international context, in the field of public health; and considerable period of experience in NCD control, including working with governments and academia. At least five (5) peer reviewed publications in the field of NCDs.
**Desirable**: Vast experience in health policy and planning, health system management, and health policy and system research, preferably related to NCD and risk factors.

**Skills**:

- Broad knowledge of principles, practices, methods and technologies in public health management, especially in areas of his/her responsibility.
