Head - Operations For CBT / Assessment industry

The Head - Operations will oversee the end-to-end delivery of online and offline exam projects for various government organizations. This role involves managing the entire operational lifecycle, including center identification, staffing, logistics, technology deployment, and compliance. The ideal candidate will ensure seamless project execution while maintaining high standards of integrity, efficiency, and quality.
Key Responsibilities:
Project Planning and Delivery:
- Develop and implement operational plans for the seamless delivery of online and offline exams.
- Identify examination centers and ensure they meet required standards through audits.
- Oversee the deployment of IT infrastructure, including servers and CCTV setups, for exams.
Vendor and Contract Management:
- Negotiate rates and agreements with centers, vendors, and manpower providers.
- Prepare and manage work orders, agreements, and contracts.
- Handle payments for centers, manpower, and vendors post-project completion.
Manpower Management:
- Arrange and manage temporary and freelance manpower, including invigilators and security personnel.
- Conduct training sessions to prepare staff for exam duties.
- Deploy and monitor security manpower as per project requirements.
Technology and Infrastructure:
- Manage server installations and deployment for online exams.
- Set up and operate control rooms for real-time monitoring and support.
- Ensure CCTV monitoring and other surveillance systems are operational during exams.
Exam Execution:
- Ensure readiness of exam centers, including infrastructure and personnel.
- Oversee mock tests and live exams to ensure smooth operations.
- Address and resolve operational issues promptly during exam conduct.
Documentation and Compliance:
- Maintain comprehensive records and documentation for all projects.
- Ensure adherence to legal, regulatory, and organizational standards.
Qualifications and Experience:
- Bachelor’s or Master’s degree in Operations Management, Business Administration, or a related field.
- 10+ years of experience in managing large-scale operations, preferably in the education or examination services industry.
- Proven track record in handling government projects is an advantage.
Skills and Competencies:
- Strong project management and organizational skills.
- Excellent negotiation and vendor management abilities.
- Leadership and team management expertise.
- Technical proficiency in server management and CCTV monitoring systems.
- Strong problem-solving skills and ability to work under pressure.
Key Performance Indicators (KPIs):
- Timely and flawless delivery of exam projects.
- Cost efficiency in vendor and manpower management.
- Compliance with regulatory and contractual obligations.
- Feedback and satisfaction from government clients and candidates.
