Position Snapshot

 Direct Reports: 4–5 (Compliance & ATC Specialist, 2 GeM BidOps Executives, MultiPortal

Bid Executive, 0.5 FTE Data Analyst)

 Purpose: Own the full tender lifecycle — from bid notification through esubmission and

postbid analytics — across GEM (≈ 70 % of volume) and all other national / state

eprocurement portals. Ensure zeroerror compliance, protect price integrity, and lift

winrate while paving the way for process automation.

 Budget: 60k – 70k

 Location – Mumbai (HO)

Key Responsibilities

1. Tender Pipeline & Calendar (GEM + NonGEM)

 Capture every NIT / RFP within 24 h of release; maintain a colourcoded bid calendar.

 Prioritise resources based on value, margin guardrails, and submission deadlines.

1. ATC & Compliance Management

 Draft Additional Terms & Conditions (ATC) and compliance matrices for all bids.

 Assemble and versioncontrol statutory docs (ISO, BIS, GST, BG/EMD, turnover proofs).

1. Bid Preparation & Portal Submission

 Direct GeM L1 and Bunch Bid link creation; supervise uploads on CPPP, eTender,

eprocure, state portals, PSUs, CPWD etc.

 Ensure every bid is filed ≥ 24 h before portal close; no lastminute rush.

1. Price Integrity & Margin Protection

 Crosscheck BoQ rates against approved quotation; flag deviations > ±1 %.

 Lock final bid values; maintain singlesource PDF/Excel archive.

1. PostBid Analytics & Continuous Improvement

 Scrape win/loss data; produce monthly margin and hitrate dashboards.

 Identify recurring compliance gaps and automate lowvalue tasks (RPA / GPTbased RAG

bots).

1. Team Leadership & SOP Governance

 Coach 4–5 specialists; run daily huddles; balance workload peaks.

 Keep SOPs and bidplaybooks current; lead quarterly process Kaizen.

Ideal Candidate Profile

Dimension Requirement Experience

• 8–10 yrs dedicated tender management, of which ≥ 3 yrs on GEM plus handson exposure to at least two other portals (eProcure, CPPP, MSTC, state etenders). Proven track record of filing ≥ 400 bids with zero disqualificationsand ≥ 25 % winrate.
• Education Graduate in Engineering/Commerce; MBA/SupplyChain/Contracts preferred.
• Technical Skills Mastery of GeM bidder dashboard, bunchbid creation, ATC uploads; strong Excel, Power BI, .
• Process & Compliance
• Deep knowledge of GTC, LD clauses, ePBG, BG/EMD instruments; rigorous document control and risk assessment.
• Behavioural / PI Archetype Analyzer – Controller — detaildriven, deadlinefocused, steady temperament.
• Leadership Capable of coaching specialists, managing 60 – 80 bids/month, and driving cross functional fixes.
• Bottom line: We're looking for a battletested Tender Manager who lives and breathes GEM and multiportal bidding, builds bulletproof compliance packs, and can lead a small team to faster,smarter, higherwin tender operations.

Pay: ₹16, ₹57,446.38 per month
