Job Summary:

The Civil Material Purchase Executive is responsible for the acquisition of construction materials, equipment, and related services, ensuring cost-efficiency, quality compliance, and timely delivery to support ongoing construction and maintenance projects within the hospital sector.

Key Responsibilities:

1. Material Procurement Strategy:

- Develop and implement strategies for purchasing civil materials and services aligned with construction project timelines and budgetary constraints.- Collaborate with project managers and engineers to understand material specifications and requirements.

1. Vendor Management:

- Identify, evaluate, and select vendors and suppliers based on their capability to supply materials in compliance with quality standards and regulatory requirements specific to healthcare construction.- Negotiate contracts, pricing, terms, and deadlines with suppliers and contractors.

1. Supply Chain Coordination:

- Coordinate with logistics and warehouse teams to ensure the timely delivery and proper storage of materials.- Manage the inventory of civil materials, ensuring availability without overstocking.

1. Quality and Compliance:

- Ensure all purchased materials meet industry standards and comply with local, state, and federal regulations, particularly those pertaining to healthcare facilities.- Conduct regular quality checks and coordinate with quality assurance teams to manage returns and replacements of defective materials.

1. Budget Management:

- Monitor and control expenditures within the procurement department to stay within the allocated budget.- Prepare regular reports on purchase commitments, costs, and delivery performance.

1. Risk Management:

- Assess and mitigate risks associated with supply disruptions and escalating costs by developing alternative sourcing strategies.- Maintain updated knowledge of market trends that could affect material availability and pricing.

1. Sustainability Initiatives:

- Advocate for and implement procurement of sustainable and environmentally friendly materials.- Engage in initiatives that support the organization’s sustainability goals.

Required Qualifications:

- Bachelor’s degree in Civil Engineering, Construction Management, Supply Chain Management, or related field.- Proven experience (3+ years) in procurement or purchasing within the civil construction industry, preferably in the healthcare sector.- Strong understanding of construction materials, building codes, and regulations pertinent to healthcare facility construction.
