Solidaridad has a network structure consisting of nine Regional Expertise Centres on five continents with advanced knowledge of all supply chain levels.


Project brief:
Panipat houses more than 300 MSME Textile units. The production activity mainly includes processing of têxtiles at yarn stage as well as fabric stage. The têxtile cluster in Panipat was mostly engaged in the production of bed covers, curtains & upholsteries. Slowly the production was diverted to blankets and in due course of time, Panipat became famous for blanket market. Solidaridad will be implementing a 3 years' project in Panipat (Haryana) titled _
"Pollution prevention and efficient waste management of Panipat Textile Cluster to optimize the trade potential"_ with the support of **National Mission for Clean Ganges, Ministry of Jal Shakti

The project will focus on (A) Introducing Technoeconomically viable solutions to the Dying and Bleaching (Textile) enterprises to reduce water consumption by around 30% and chemical consumption by around 25% in volume to control the pollution load at source (B) Improve Occupational Health & Safety standards (C) Improve the efficiency of Primary Effluent Treatment plants (D) Introduce a digital portal to assess the performance of the respective enterprises (C) Promote circularity by establishing models on the utilization of Solid waste into valuable products to further improve the competitiveness of Panipat Textile Cluster in the national and international market.

Reporting
The position will be reporting to Program Manager-Panipat

Key Responsibilities


The position is responsible for managing the finance and administrative functions of our project office in Panipat where in, the incumbent provides both operational and programmatic support to the organization.

The main responsibility of the Finance and Administrative Officer would include:

Ø Management of Accounts and Finance Administration

Ø Regular update, periodical review and maintain books of accounts.

Ø Prepare Fund transfer requests and cash flow management for the whole programme

Ø Checking of bills received and makes timely payment to vendors.

Ø Monitor banking activities of the Organization;
Ø Ensure adequate cash flow to meet the Organization's needs;

Ø Assist in the statutory audit and audit of financial report to donors and share a periodical report on audit observations and queries and action taken on them to Head Finance & Administration.

Ø Comply with the local and other statutory requirements like TDS, GST, PT etc.

Ø Prepare periodical internal and external financial reports (monthly, quarterly, half yearly and year end procedures)

Ø Maintain spreadsheets showing spend against budget, monitor, analyse and present periodical control reports

Internal controls
Ø Follow internal control and financial procedures.

Ø Ensure procurement as per the organisational policies

Ø Monitoring periodic financial reports from the implementing organisations;

Ø Oversee the maintenance of the inventory of all fixed assets, including assets purchased with organisational funds assuring all are in accordance with procurement policies and laws of the land.

Ø Assist in the maintenance and regular up-gradation of Organization's Administrative system.

Programme Support
Ø Participate in developing new business, specifically in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective programs;
Ø Provide the respective Programme Heads with an operating budget. Work to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements;
Ø Periodic visit to the office of implementing agencies as and when required;
