Position :

Qualification : Govt recognized PG Degree / Degree / Diploma in Traffic / Transport Engineering or Planning 

Total Experience : 10- 15 years 

Experience in UG Metro Project : 05 + years ,

Location - Chennai

Job Description: 

Prepare Traffic plan for the project and implement safe and efficient and convenient traffic for the public.  Co-ordinate with client and local traffic and establish safe traffic movement.  Monitor the live routes and highlight the concerns to project team. Take corrective actions to facilitate safe traffic movement. Ensure traffic signs are maintained at roadsides.

Functional Responsibilities : -

1. Preparation of Traffic Management Plan with all adequate details mentioned in the contracts and IRC guidelines.

2. Preparation of Traffic Management Plan shall be made in consultation with the Planning, Utility and Execution team of the Contractor to reduce over utilization of resources,

synchronization of Time Cycle.

3. Following of proper procedure to submit Traffic permission requisition letter to the Traffic Authorities through GC and CMRL.

4. Proper liaising with respective authorities by presenting data in appropriate mode (if required), arranging for site inspection with necessary accessories (Markings, Measurement tools) to obtain permission to utilize road area for the project purpose.

5. Traffic permissions required for all utility works shifting and diversion shall be implemented inline with terms and conditions imposed by approval authorities.

6. Traffic engineer shall be responsible for obtaining prior approvals for traffic management for all erection works involving usage and movement of major machinery on live traffic roads.

7. In case of traffic congestion on live traffic roads all along alignment, Traffic engineer shall support traffic authorities by all possible means, as contractor has to provide and ensure

free flow of traffic.

8. Traffic engineer shall verify and organise all tools, tackles, plants and machinery required for smooth management of traffic flow including but not limited toe away vehicles, IPVs, signages, marshals, barricades etc.

9. In case of traffic diversions, traffic engineer shall make arrangements to advise public and the road users well in advance by press notes, TV scrolling, banners, pamphlets etc

10. After Submission of Traffic permission requisition letter to the Traffic Authorities, Day to day Progress like follow-up done by Contractor, visit to offices of Traffic authorities, movement of requisition letter, Inspections, preparation for Inspections must be reported to the Traffic Engineer of the Consultant.

11. Any modification to the submitted Traffic division Plan, Permission letter shall be intimated to the Traffic Engineer of the Consultant in advance. Only after, getting concurrence from Traffic Engineer of GC such modifications shall be submitted to the Traffic & Other authorities.

12. Traffic Coordination Officer, CMRL already observed that the Contractor’s representatives meet the Traffic and other authorities without intimating GC, and they are not sharing the observations of Traffic and other authorities like GCC, MTC, Highways in the process of obtaining Permissions. Specifically, the Observations which are inconvenient to the Contractor are not shared with GC or CMRL. In this regard, TCO, CMRL had instructed that meeting with authorities shall be attended by Contractor representatives with GC Traffic Engineers.

Roles Responsibilities of Contractor’s Traffic Engineer

13. Collecting of day-to-day traffic related activities data of the respective Package Daily

Progress Report (DPR) for the both the shift (Ex:- Number of Hoarding boards fixing on

daily basis w.r.t locations, Barricade board Strip chart). This must be communicated to the Traffic Engineer of GC daily.

14. Conducting site inspection day to day (D2D) and maintenance of record (weekly) of Pedestrian walkways/ Pedestrian crossings /Speed Breakers/ IRC Sign boards Newly installed Traffic Signals if any.

15. Conducting Site inspection on shift basis and maintenance of record (Monthly) of Traffic Marshall Supervisor and Traffic Marshalls deployed in the Package.

16. It is the responsibility of the Traffic Engineer of the Contractor to ensure deployment of required numbers of Traffic Marshalls. This deployment must be 100% checked by them twice a week.

17. Traffic authorities are insisting on proper deployment of Traffic Marshalls to manage traffic

in Project alignment and diversion roads. The Traffic Engineer of the Contractor must ensure proper functioning of Traffic Marshall system( Training, Daily reporting at proper timing, ensuring their presence at their duty place during the entire duty time).

18. Conducting site inspection day to day (D2D) and maintenance of record (weekly) of Lux level in the Public area which are influenced by the Project activities by coordinating with the respective departments of the Contractor.

19. Conducting, communicating Road dilapidation survey, and achieving the compliance by

coordinating with the respective departments of the Contractor.

20. Collecting and communicating the training conducted to the IPV drivers for the safe usage by coordinating with the respective departments of the Contractor.

21. Collecting and communicating the training conducted to the Traffic Marshalls and

Supervisors by coordinating with the respective departments of the Contractor.

22. Maintenance of Traffic diversion related requisition and permission letters, Road upkeep conditions record and Road safety appurtenances(Eg :- IRC Sign boards).

23. Attending, Replying, and Record keeping of Public complaints. Each Public compliant must be attended by inspecting the place, Interacting with the Public Complainant, if necessary. Necessary remedial measures must be taken, Photos prior to taking action and after taking action. The Complainant, GC, CMRL must be informed with Photographs. 24. U.G:- Collection and Communication of Surface monitoring of TBM and CP locations( D2D).

25. Elevated:- Collection and Communication of Nighttime road closure and Precast element shifting and Placing activities ( Activity based D2D).

26. Collecting and communicating the data of decking maintenance and MS plate kept on the road by coordinating with the respective departments of the Contractor.

Roles Responsibilities of Contractor’s Traffic Engineer

27. Conducting and reporting of Monthly internal Traffic Audit for both day and night shift by

co-ordinating with respective departments of the Contractor and he/she shall participate in

the MARS Audit conducted by GC

28. Keeping of proper record of all RFI’s traffic related and Billing documents.

29. Reporting of all Traffic related incidents and keeping of record of the same in proper manner in consultation with respective departments of the Contractor.

30. Whenever any Traffic related accident, either work related or non- work related, occurs, the Traffic Engineer of the Contractor must be part of the investigation team. As a participant in the Traffic related incident investigating team, the Traffic Engineer of the Contractor must analyse the causes of the accident and ensure remedial action in

coordination with the other departments of the Contractor. A report in this regard shall be submitted by the Traffic Engineer of the contractor to GC Traffic Engineer in each case of Traffic accident.

31. There is a tendency to disown accidents on the roads in the Package alignment and diversion roads by the Contractor. This will always lead to non-addressing of the causes of accidents and failure to take remedial action. This will facilitate further recurrence of accidents. Whatever is happening outside Barricade boards on Package alignment and

the diversion roads, the Traffic Engineer of the Contractor will be held responsible for not ensuring Traffic safety measures and failure to comply with conditions of Traffic permissions. Hence, the Traffic Engineers of the Contractor shall ensure good Traffic Safety practices in coordination with other departments of the Contractor.

32. Data on the accidents occurred in Package alignment and diversion roads in 2023 must

be collected. Causes of accidents must be analysed and recorded.

33. Leave is a Right and leave is obtained from the Officer/ Engineer to whom they report. However, it is the responsibility of the leave obtaining Traffic Engineer to make alternate arrangements to attend their duties and responsibilities during their period of absence and intimate the Traffic Engineer of GC concerned in advance.

34. Traffic Engineers of the Contractors will be assessed on the basis of the Performance of their Roles and Responsibilities.

35. Road cut by other agencies (in CMRL handed over / Contractor’s taken over roads) must

be monitored, informed and recorded.
