JOB TITLE & PURPOSE OF THE JOB

Job Title:

EN-PR-0X: Site Development Manager

Purpose of the job:

  • Site Development Manager is responsible for all the Projects of a Specific site in PU mode of execution, from T0 to GPS, for the proper execution of an end-to-end technical development (up to validation & certification) in accordance with the project strategy (as defined by the Project Manager / Director) fulfilling both contractual technical requirements and defined engineering & project QCD objectives, and leveraging existing Alstom platforms.
  • The Site Development Manager takes care to design and implement a technical definition which fully meets Project Performances (Q), Product cost (C) and scheduling from T0 to GPS (D) commitments.
  • Reporting to the Train Development Director, he/she will manage cross-functionally project technical activities and stakeholders at train and Sub-S levels. He/she will endorse design authority and related decisions or trade-offs for the scope in PU mode

POSITION IN THE ORGANISATION

Reports directly to:

  • Métier family: Engineering
  • Hierarchically, reports directly to: Train Development Director
  • Functionally, reports to: Site Engineering Director of Specific site

Direct functional reports: Train Performance / Train Architect + Design for Manufacturing Engineer + Sub-S Managers until GPS + Development Planner+ Costing Manager + Configuration Manager

Network & Links 

Internal Project Manager /Project Core Team /Platforms /Control Body

 

External Suppliers /Customers as needed

ACCOUNTABILITIES & AUTHORITIES

Key accountabilities:

    • Act as main Key focal point for the Site for all coordination and Communication
    • With Project Manager / Director and project team (e.g. quality, costs, contracts, planning)
      • Implements contracts and project requirements
      • Is responsible for Train level Performance & Architecture WP QCD – for PU scope
      • Reports on project technical execution, as well as on the impact of technical decisions on full Project QCD
      • Escalates project technical level issues and decisions and take key project decisions
    • With project development team (i.e. sub-systems team)
      • Set and allocate technical and QCD objectives leveraging existing Alstom platforms
      • Coordinates and monitors cross-functional objectives, activities and deliverables, Development Planning and Configuration Management
      • Performs key cross-functional or technical decisions and trade-offs
      • Represents the design authority and ensures product liability and compliance with Alstom standards
      • Manage technical risks thanks to mitigation plans
    • With site/métiers
      • Reports on project technical and QCD status to Head of Chief Engineers / Global Engineering
      • Interacts with sites and métiers to secure efficient and compliant project delivery
      • Leads Monthly operational reviews with Site to Present the Progress and Performance to SED

 

Performance measurements:  For all Projects of Site

  • Achieve project QCD objectives  
  • Perform technical arbitrages & escalate when necessary
  • Engineering Work Package costs at completion
  • On-Time Design Reviews
  • Gate Review Go on Time (as a project management core team member)
  • Risk & NC management, Decision Making and Problem solving

 

EXPERIENCE PREREQUISITES & REQUIRED COMPETENCES

Experience: Extensive technical and Alstom platforms knowledge and project/company background. Able to drive collaborative work between different Metiers and Global sites

Competencies & Skills

  • Balanced skills between general management, technical management and project management
  • Strong leadership and ability to federate teams on technical orientations to reach QCD targets
  • Demonstrated capacity to lead cross-functional activities and numerous/various stakeholders and Metiers
  • Ability for analysis, problem-solving and efficient decision-making in complex environment
  • Ability to work across sites in a multi-cultural environment
