Company Overview: A leading construction company specializing in large-scale infrastructure projects, requiring an experienced and strategic Chief Procurement Officer to oversee procurement operations, ensure cost-effective sourcing, and manage supplier relationships.

Position Summary: The Chief Procurement Officer (CPO) will lead the procurement function for the company, focusing on both direct and indirect capital expenditures (Capex). The ideal candidate will have extensive experience in global sourcing, particularly in the domains of steel, TMT (thermo-mechanically treated) bars, and cement, and will have a strong track record in bulk purchasing for large-scale construction projects.

Key Responsibilities:

  • Strategic Procurement Management:
    • Develop and implement procurement strategies aligned with the company's business objectives.
    • Lead and manage the procurement team, ensuring efficient and effective operations.
  • Global Sourcing:
    • Oversee domestic and international sourcing activities.
    • Identify and develop relationships with key suppliers globally to ensure the best quality, cost, and delivery terms.
  • Capex Management:
    • Manage procurement for both direct and indirect capital expenditures.
    • Ensure optimal cost management and resource utilization for all Capex projects.
  • Bulk Purchasing:
    • Oversee the bulk purchase of construction materials, specifically steel, TMT bars, and cement.
    • Negotiate and secure the best possible terms and pricing from suppliers.
  • Supplier Relationship Management:
    • Build and maintain strong relationships with suppliers and vendors.
    • Develop and implement supplier performance management systems.

 

  • Risk Management:
    • Identify and mitigate risks associated with the procurement process.
    • Ensure compliance with legal and regulatory requirements.

 

  • Budget Management:
    • Develop and manage the procurement budget.
    • Monitor and control procurement expenditures to ensure cost-efficiency.

Qualifications:

  • Bachelor’s degree in supply chain management, Business Administration, Engineering, or a related field. An MBA or relevant professional certification is preferred.
  • Minimum of 20+ years of procurement experience, with at least 5 years in a senior leadership role within the construction industry.
  • Extensive experience in global sourcing and procurement of steel, TMT bars, cement, and other construction materials.
  • Strong understanding of both direct and indirect Capex.
  • Proven track record in bulk purchasing and supplier negotiation.
  • Excellent leadership, communication, and interpersonal skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work effectively in a fast-paced and dynamic environment.
