Proposal Engineer - Key Skills & Requirements

  1. Ability to Prepare and Issue BOQ (Bill of Quantities)

  2. Prepare detailed and accurate BOQs based on project requirements, technical specifications and design drawings.

  3. Ensure that all items, quantities and descriptions are clearly defined to facilitate accurate costing and procurement.

  4. Coordinate with the design and project teams to verify BOQ accuracy before issuance.

  5. Preparation of Cost Sheets

  6. Develop comprehensive cost sheets covering materials, labour, transportation and other project-related expenses.

  7. Analyze and compare costs to ensure optimal project budgeting and profitability.

  8. Maintain historical cost data for future project reference and benchmarking.

  9. Ability to Obtain Competitive Prices from Vendors through Quotations

  10. Identify and approach reliable vendors and suppliers to request quotations for project-specific materials and equipment.

  11. Negotiate pricing, delivery schedules and payment terms to ensure cost-effectiveness without compromising quality.

  12. Maintain a database of vendor contacts and pricing for quick reference.

  13. Proposal Preparation

  14. Compile complete technical and commercial proposals in line with client requirements and tender specifications.

  15. Ensure proposals are clear, well-structured and delivered within stipulated timelines.

  16. Coordinate with various departments to gather necessary inputs for proposal accuracy.

  17. Technical Knowledge in Water Treatment Systems (STP, ETP, and WTP)

  18. In-depth understanding of Sewage Treatment Plants (STP), Effluent Treatment Plants (ETP), and Water Treatment Plants (WTP).

  19. Ability to interpret process flow diagrams, equipment specifications and treatment technologies.

  20. Knowledge of relevant industry standards and environmental regulations.

  21. Design Knowledge (AutoCAD)

  22. Proficiency in AutoCAD for preparing and modifying technical drawings related to water treatment systems.

  23. Ability to create layout plans, piping diagrams and equipment placement drawings as per project needs.

  24. Coordinate with engineering teams to ensure designs are accurate and practical.

  25. Experience

  26. Minimum of 5 years of relevant experience in proposal preparation, cost estimation and vendor coordination in the water/wastewater treatment industry or related fields.

  27. Proven track record of successfully handling proposals from initial inquiry to final submission.
