Job Purpose
Support the fuel planning and sourcing verticals in operational execution of Domestic Petcoke sourcing from refineries, tracking all payment and tax related documents. Co-ordinate & support fuel shipment operations & ensure timely communication with all stakeholders. Maintain database on key indices and historical & current procurement data to ensure robust MIS for Fuel Team.

Job Context & Major Challenges
The Cement Business currently has total 23 integrated manufacturing units, 24 grinding units and 7 bulk terminals. The business is further expanding and coming up with more green /brown field projects of Rs 5,500 Crores. The total installed capacity of UTCL is 117 MTPA and annual procurement value about 10,000 Crores. UTCL is the largest cement company in India and third largest in the world (excluding China).

Cement is a commodity business. Cost advantage is the most sustainable advantage in this business that an organization can have over competition. The Central Procurement Cell has been developed with a view to provide strategic lead and support to improve the Business competitiveness in terms of quality & cost, process standardisation, knowledge integration, and synergy in procurement.

CPC focuses on making strategic procurement decisions and policies for the whole group. Every 1% savings on the procurement portfolio, achieved through the centralized global strategy, contributes Rs Crores directly to profits.

Efficiency of the portfolio directly impacts the bottom line of Cement Business as estimated annual spend for coal and petcoke [indigenous and imported]) will exceed Rs. 7,887 Crores.

With the exponential growth that we have seen in the last couple of years, there is continuous increase in the imported fuel requirement across Ultratech. This position is important to ensure the smooth Shipment operations like timely communication on vessel nominations with the suppliers, communication with agents for vessel tracking updates vital to line up activities at our end. This position also plays a very important role in maintaining the databases for fuel team like historical fuel trends and procurement data which help in taking informed strategic management decisions.

This profile is responsible for execution of Domestic Petcoke sourcing strategy ( Spend value of Rs. 1,067 Crores). Domestic petcoke is one of the major fuels in Ultratech portfolio and this position plays a vital role in communication of our requirements to the refineries and regular reviews of planned vs actual evacuation and thus supports in ensuring fuel availability and supply security for our units. In addition, position is responsible for coordination on Shipping Operations.

Major Challenges

• Coordinating, Communicating & Collaborating with a number of associates like 23 integrated plants, 10 Indian ports , 2 inspection agencies & 10 Refineries
• Establishing and maintaining high level of internal customer satisfaction (manufacturing units) by providing
• material as per requirement
• Re-assessment of costing of fuel lying at port based on plot rent & rake movement charges, to ensure proper unit wise debit of port charges.
• Vessel nomination needs to be checked with ports and responded within 24 hours irrespective of holidays. Estimated to have 2 vessel nominations per week.
• Delay in receiving vessel ETA from vessel agent
• Units not complying with first in first out during lifting of fuel from ports
• Challenges in domestic petcoke lifting
• Communication with Refineries and their multiple regional offices for status
• Delay in receiving correct set of tax documents from vendors for payment
• Delay in resolving payment issues

KRA1 Cost a) Review the daily dispatch of petcoke from domestic refineries and highlight instances of low lifting to avoid unfavorable cost impacts as well as supply deficiency

b) Communicate regularly with units for domestic petcoke lifting status and escalate matter for resolution

c) Ensure timely & accurate communication with all stakeholders (except suppliers) during vessel nomination process to avoid loss of vessel and its adverse economic impact on planning

d) Monitors demurrage rate in close coordination with Marine Team and negotiation for reduction in demurrage rate for each vessel nomination

Ensuring communication on timely payments to vendors to avoid penalties

KRA2 Quality & Productivity Domestic Petcoke Lifting Operations

• Prepare Domestic Petcoke lifting plan on first working day of the month and communicate it to Units and Refineries
• Monitor Domestic Petcoke lifting schedule and follow-up with plant and refineries on daily basis
• Communicate with units for improving lifting to achieve the given monthly allocated target

KRA3 Domestic Refineries Accounts Reconciliation (New) a) Facilitate accounts reconciliation of all integrated units with domestic refiners.

• Coordinate with units and refinery to ensure availability of all related documents
• Close coordination to ensure seamless discussion and flow of required data
• Identify amount to be paid/recovered
• Ensure timely payment and close Reconciliation with units

KRA4 Fuel Shipment Operations & Co-ordination with Ports and Stevedores a) Co-ordinate with Ports for vessel nomination as per terms of the contract

• Manage vessel nomination process with Ports and stevedoring agents on timely basis, since every vessel nomination is time bound, it is essential to ensure acceptance within the time limit, failing which there are high chances to lose the vessels adversely impacting the fuel planning
• Check Demurrage rates of nominated vessels & compare with market conditions (demurrage being a major cost), get approval from Cell Head on case to case basis
• Confirm vessel acceptance to the suppliers & nominate Discharge Port agent as per the contract
• Follow up the supplier for loading schedule and ETA notices as per the contract/agreed terms

KRA5 Liaison with Ports, Shipping lines, stevedores, Marine Team a) Keeping track of the vessels from load port till discharge of the vessel

• Keeping all the respective units in loop regarding vessel status at various stages
• Monitor port stocks & follow up with units to expediting lifting of material which are ageing for more than 60 days

KRA6 Payments and Subscriptions a) Renewal of Subscription on timely basis for all the reports subscribed

• Prepare note and required documents for payments related to auctions, subscriptions and liaison agents
• Follow up with CFD and units to ensure timely payments to Refineries
• Keeping track of required Tax documents for import payments vendor wise
• Follow up with vendors and collect the tax documents from supplier before the due date of payment

KRA7 Fuel MIS & Database Management a) Prepare Domestic Petcoke despatch report on daily basis to help in keeping track of allotted vs actual lifting and highlight lifting status

• Prepare vessel tracker report on a daily basis to provide inward fuel visibility with ETA of cargoes, discharge completion details. Circulated twice a week across all the units, CPC and Marine department, to help all stakeholders to plan material consumption and movement from ports
• Share NOR details of all vessels to marine department once vessel is sailed from Load port and on receipt of NOR details from LP for insurance purpose
• Prepare Port ageing report for all ports twice a week, and circulate to all stake holders
• Prepare Fuel report of vessel arrived in quarter and report to CFD for reviewing the prices, freight etc.
• Data of fuel booking is being captured and updated for preparation of MIS on monthly basis
• Coordinating with units for data on Dead Freight and Transit Loss
• Compiling the data month wise, unit wise and Shipment wise
• Reporting the shortage of qty. in report form which is shown in monthly MIS

KRA8 Maintaining & Capturing Fuel Indices & Trends (Database repository) Update & maintain historical database of fuel indices & trends, updated on weekly basis

Facilitates DH Sourcing for a detailed report being sent to Top Management on weekly basis for critical analyses of global indices for devising procurement strategy
