The Bid Writer will be responsible for researching, writing, and coordinating proposals in response to state and local RFPs, RFQs, RFIs, and ITBs. The ideal candidate will have a strong background in government contracting, excellent writing and organizational skills, and the ability to work collaboratively with cross-functional teams to develop high-quality, compliant, and competitive proposals.

Key Responsibilities

  • Review, analyze, and interpret solicitation documents (RFPs, RFQs, RFIs, ITBs) from U.S. federal, state and local government agencies.
  • Develop compliant, persuasive, and well-structured proposal content that aligns with solicitation requirements.
  • Collaborate with subject matter experts (SMEs), technical teams, and leadership to gather inputs and articulate solutions clearly.
  • Write, edit, and proofread proposal sections including executive summaries, technical responses, management approaches, past performance, and resumes.
  • Ensure proposals meet compliance standards, formatting requirements, and submission deadlines.
  • Maintain a library of proposal templates, standard responses, and supporting documentation.
  • Conduct market research to track state procurement trends and upcoming opportunities.
  • Support pricing team with writing cost narratives and justifications, when needed.
  • Coordinate proposal reviews and incorporate feedback into final submissions.
  • Assist with developing capability statements, marketing collateral, and pre-proposal documents.
  • Apply for diversity certifications as needed with different states.

Qualifications

  • Bachelor's degree in English, Communications, Business, Public Administration, or related field (or equivalent work experience).
  • Minimum 3–5 years of experience in bid/proposal writing for U.S. Federal, state and local government solicitations.
  • Strong understanding of government procurement processes and compliance requirements.
  • Excellent writing, editing, and communication skills, with the ability to simplify complex information.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Strong project management and organizational skills with the ability to manage multiple deadlines simultaneously.
  • Experience with proposal management tools (e.g., SharePoint, GovWin, or similar) is a plus.
  • Familiarity with diversity certifications (SBE, MBE, WBE, etc.) and their application in proposals is a plus.
