Job Summary:

We are looking for a Techno-Functional Project Lead to oversee end-to-end delivery of large-scale e-Governance and citizen service platforms. The role emphasizes functional program management, stakeholder engagement, and service quality, while requiring awareness of the Java/Microsoft stack, integrations, and mobile platforms.

Key Responsibilities

  • Lead planning, execution, and rollout of citizen-facing portals and mobile apps.
  • Engage with government departments, vendors, and internal teams to ensure business requirements are met.
  • Ensure adherence to e-Governance standards (NeGD, MeitY advisories, WCAG).
  • Manage SLAs, uptime, service adoption, and audit readiness.
  • Drive UAT and change management across departments.
  • Provide functional oversight of technical solution design (Java/J2EE, .NET, APIs, Aadhaar/eSign/DigiLocker integration).
  • Implement QMS/ISO practices and document processes for audits and compliance.
  • Coordinate Agile/Scrum planning while focusing on service KPIs and citizen outcomes.

Skills

  • Strong functional experience in BA, UAT, process re-engineering, SLA/compliance.
  • Awareness of Java/.NET stacks, databases, APIs, Aadhaar stack integrations.
  • Familiarity with mobile app workflows and cloud hosting (Azure/AWS).
  • Proven ability to bridge functional needs with technical implementation.

Qualifications

  • B.E./B.Tech/MCA or Masters in IT/CS.
  • 8 to 10 years in e-Governance/PSU IT delivery, with at least 3 years in project leadership.
  • Strong communication, stakeholder management, and compliance experience.
