Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is INR 2,352,397.00 yearly, less medical and pension deductions.

Introduction

ILO Country Office in India (CO-New Delhi) is implementing a development cooperation project entitled 'Promoting safe employment pathways and fair recruitment practices project' with support from Immigration, Refugees, and Citizenship Canada (IRCC). 

The project will contribute to reinforcing regular migration pathways and strengthening national migration/immigration policies and procedures by ensuring that employers from Canada and migrant workers of all genders from India benefit from skills comparability and recognition and fair recruitment practices. This will be pursued through the development of policy measures, tools and institutional capacity to advance the comparability and recognition of skills and qualifications and supporting public and private stakeholders to be aware of and comply with fair recruitment practices. The project will promote dialogue and exchange of information among relevant stakeholders in India and Canada which might lead to more structured forms of collaboration including through the development of Memoranda of Understanding.
The ultimate objective of this project will be the increased capacity of the host government migration and border management authorities based on national needs and priorities. Key results expected from the project are:

•    Measures (including policies, tools, and certification methods) developed by the government and participating stakeholders to advance the comparability and recognition of skills and qualification.

•    Participating public and private stakeholders implement fair recruitment practices.

Within the policy and procedural requirements established by the ILO and the Promoting safe employment pathways and fair recruitment practices Project, the National Project Coordinator will carry out the day-to-day programme implementation. They will ensure that the objectives stated in the project document are attained within the stated time frame and budget and ensure compliance with the ILO and the project's financial and operating procedures. The incumbent will work closely with various stakeholders to achieve the project goals and objectives. The incumbent will promote ILO policies in the project related technical areas and other components of the ILO Decent Work Agenda. 

Reporting lines

The National Project Coordinator will report directly to the ILO Country Deputy Director for India who will provide overall supervision including on operational and administrative areas. The incumbent will receive technical and implementation guidance from the Project Technical Officer. 
The incumbent will also receive technical advisory services and backstopping from the Labour Migration Specialist and Skills Specialist from the Decent Work Technical Support Team for South Asia (DWT-New Delhi), as well as other relevant technical specialists at DWT-New Delhi and HQ. The incumbent is also expected to collaborate with the Country Office Programme and Project teams.

Description of Duties

1.    Carry out the day-to-day planning, implementation, monitoring and reporting of the project in close coordination and guidance from the Project Technical Officer, Country Director, and Labour Migration and Skills Specialists.

2.    Develop concept notes, terms of reference and other relevant documents in order to design and implement planned activities under the project.

3.    Conduct research and integrate technical inputs for reports and publications related to the project under guidance of the Project Technical Officer and relevant Specialists. Coordinate the provision of inputs for studies, reports, training manuals, and other documents related to the project activities. 

4.    Organize dialogues, capacity building programmes and awareness raising activities among relevant stakeholders, in line with ILO standards and the project's objectives

5.    Work in close collaboration with tripartite constituents and project partners to design and revise project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

6.    Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities. 

7.    Follow-up with relevant counterparts among implementing partners and external stakeholders to expedite implementation and meet targets. 

8.    Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations for remedial action. Identify problems and propose solutions and actions. 

9.    Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Draft, edit, or translate into local language official correspondence, statements and speeches and other public information materials. 

10.    Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project. 

11.    Undertake missions to project sites independently or accompanying others.

12.    Perform other duties as may be assigned by the Country Director.

Required qualifications Education

First level university degree (Bachelor's or equivalent) in economics, international relations, social sciences, law or a relevant field. An advanced degree on migration studies, labour economics, business or public administration, public and/or employment policy, labour law or other relevant field would be a strong advantage.

Experience

At least two years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation, particularly on labour migration, skills, and/or employment policy.

Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour, migration, education and/or foreign affairs would be an advantage.

Technical requirements: Good knowledge of labour migration, skills for overseas mobility, labour economics, and public administration. Knowledge of the policy making process, particularly on skills systems and frameworks and labour migration.

Languages

Excellent knowledge of the working language of the duty station and a good knowledge of English.

•    Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in India.

•    Knowledge of the office's financial rules and regulations.

•    Good knowledge of the context and challenges for the project areas of expertise.

•    Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.

•    Good ability to interpret project information and to identify and analyze problems with implementation

•    Ability to communicate effectively both orally and in writing. Ability to clarify information

•    Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team, as well as to work on his/her own initiative.

•    Ability to work independently, quickly, precisely, and take initiative and responsibility.

•    Ability to work under pressure and to meet the deadline.

•    Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications.

•    Ability to deal with people with tact and diplomacy.

•    Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
