Technical Program Manager

C3iHub is seeking a highly driven and technically proficient professional to manage, scale, and optimize digital learning and cyber training platforms. The ideal candidate will oversee the Learning Management System (LMS), manage nationwide hackathons, and lead the development and operations of cyber ranges for hands-on cybersecurity training. This role requires strong technical, project management, and coordination skills to ensure seamless delivery of engaging cybersecurity learning experiences.

Responsibilities

A. LMS Management & Scaling Oversee end-to-end administration of LMS platforms used for training programs.

Manage course creation, user onboarding, content updates, tracking, reporting and analytics.

Ensure platform scalability, uptime, performance, and user experience. Coordinate with content creators, instructors, and IT teams for smooth delivery.

Implement automation for enrollment, progress tracking, assessments, and certification. Integrate LMS with third-party tools (Zoom, proctoring tools, assessment engines, etc.).

B. Hackathon Planning & Execution Lead the design, planning, and execution of cybersecurity hackathons and competitions.

Coordinate with sponsors, partners, mentors, and judges. Manage challenge creation, scoring mechanisms, leaderboard systems, and participant engagement.

Ensure platform stability, challenge security, and smooth event flow.

Drive nationwide outreach, registrations, marketing, and performance analytics post-hackathon.

C. Cyber Range Operations Lead the setup, management, and scaling of cyber ranges for hands-on cybersecurity labs.

Work with technical teams to design realistic attack-defense scenarios, red–blue exercises, and OT/ICS ranges.

Oversee provisioning of virtual environments, sandboxing, networking, and isolation. Collaborate with SMEs to build practical use cases, malware analysis labs, forensics labs, and SOC scenarios.

Maintain security, performance, and availability of the cyber range infrastructure. Evaluate new range technologies and upgrade the ecosystem as required. D. Reporting & Documentation Maintain SOPs, platform documentation, and technical guidelines.

Generate analytics, performance dashboards, and post-event reports. Continuously identify bottlenecks and propose improvements to enhance platform efficiency.

Eligibility

Required Skills and Qualifications Technical Skills Strong understanding of LMS platforms (e.g., Moodle, Canvas, TalentLMS, custom-built systems).

Hands-on experience with cloud platforms (AWS/Azure/GCP), Docker, VMs, and virtual lab setups.

Understanding of cybersecurity fundamentals, SOC operations, red-blue exercises, and cyber ranges.

Familiarity with CTF platforms, challenge deployment, and scoring systems.

Basic scripting skills (Python/Bash) for automation and environment deployment.

Project & Platform Management Skills Experience in managing large-scale online events or hackathons.

Strong coordination, problem-solving, and leadership capabilities.

Ability to manage timelines, teams, and multi-stakeholder communication.

Data-driven mindset with experience in dashboards, analytics, and reporting.

Soft Skills Excellent communication and stakeholder management abilities.

Ability to work under pressure and manage time-critical events.

Strong organizational and multitasking abilities. Preferred Qualifications 5+ years of experience in platform management, cybersecurity labs, CTF operations, or similar roles.

Experience working with academic institutions, government training programs, or cybersecurity communities.

Certifications such as CEH, Security+, CySA+, CCSP, or similar are a plus.

Travel

As and when required, across the country for project execution and monitoring as well as for coordination with geographically distributed teams.
