Key Responsibilities:

  1. Project Planning & Implementation

  2. Develop and maintain a comprehensive project plan, timelines, and milestones.

  3. Ensure effective coordination between software development, field data collection, GIS mapping, and maintenance teams.

  4. Monitor progress against project objectives and deliverables.

  5. Stakeholder Management

  6. Liaise with Rural Works Department (RWD) officials, consultants, and partner agencies.

  7. Conduct regular project review meetings and prepare status reports for stakeholders.

  8. Ensure compliance with client requirements, MoUs, and SLAs.

  9. Team Leadership & Coordination

  10. Supervise teams including developers, QA testers, mobile app engineers, data analysts, GIS experts, and support staff.

  11. Facilitate effective communication between on-ground teams and technical teams.

  12. Resolve bottlenecks and manage resource allocation.

  13. Technical Oversight

  14. Oversee development and integration of the Intelligent Road Maintenance Monitoring System (IRRMMS) platform.

  15. Ensure system scalability, interoperability, and adherence to IT security standards.

  16. Validate test plans, performance benchmarks, and acceptance criteria.

  17. Quality Assurance & Compliance

  18. Implement project quality standards, testing protocols, and documentation controls.

  19. Ensure adherence to government guidelines, audit requirements, and data integrity standards.

  20. Monitoring, Reporting & Evaluation

  21. Prepare detailed project progress reports, issue logs, and performance metrics.

  22. Support the preparation of presentations, dashboards, and performance summaries for RWD.

  23. Track project KPIs such as uptime, user adoption, and issue resolution time.

  24. Risk & Change Management

  25. Identify potential project risks, develop mitigation strategies, and manage change requests.

  26. Ensure project stays within scope, schedule, and budget.

Key Skills Required:

  • Strong project management and leadership abilities.
  • Excellent understanding of IT systems, GIS applications, and road maintenance workflows.
  • Proficiency in tools like MS Project, Jira, or equivalent project management software.
  • Strong communication, negotiation, and stakeholder management skills.
  • Analytical mindset and problem-solving capability.

Deliverables:

  • Approved project plan and monitoring schedule.
  • Periodic progress and performance reports to RWD.
  • Successful rollout and operationalization of IRRMMS across all targeted districts.
  • Training and handholding of RWD officials for system adoption.
  • Final project completion and maintenance documentation.
