To outline the procedures, responsibilities, and controls followed by the Method Statement Preparation Engineer in developing project-specific method statements, ensuring safe, compliant, and efficient execution of construction activities.

This method applies to all construction, installation, testing, and commissioning activities where a method statement is required.

3. Responsibilities3.1 Method Statement Preparation Engineer

• Gather relevant project information (drawings, specifications, codes, and standards).
• Conduct site visits to understand actual conditions.
• Coordinate with site engineers, safety officers, QA/QC, and planning teams.
• Draft method statements including:
• Work methodology
• Personnel requirements
• Equipment requirements
• Safety measures
• Quality procedures
• Inspection & test plans (ITPs)
• Ensure compliance with:
• Project specifications
• Local authority requirements
• HSE standards
• Client guidelines
• Submit the method statements to QA/QC or the Client for review and approval.
• Update and revise method statements based on comments.
• Maintain a log of all submissions and approvals.
• Participate in technical meetings related to methodology.

3.2 HSE Team

• Review the safety section of the method statement.
• Suggest risk mitigation measures.

3.3 QA/QC Team

• Ensure quality and ITP compliance.
• Approve before client submission.

3.4 Construction/Site Team

• Provide inputs on practical site conditions.
• Follow the approved method statement during work execution.

4. Procedure4.1 Information Collection

• Gather contract documents, approved drawings, and project specifications.
• Identify the activity requiring a method statement.
• Consult with stakeholders regarding project-specific constraints.

4.2 Site Assessment

• Conduct a walkthrough to verify access, location, safety hazards, and available resources.

4.3 Risk Assessment

• Coordinate with HSE to prepare:
• Risk assessment (RA)
• Job safety analysis (JSA)
• Lifting plan (if applicable)

4.4 Drafting the Method Statement

Include:

• Introduction
