Reporting To: Managing Director/ Chief Operating Officer

Role Objective

We are looking for a visionary and detail-oriented Head – Contracts, Billing, Estimation & Tendering to lead project costing, scheduling, contracts, billing, and tendering functions across our PAN-India projects. The role will ensure projects are won competitively, executed within budgets, billed timely, and closed profitably. With a Civil Engineering background, the incumbent will drive cost savings, technology adoption, process discipline, and cross-departmental collaboration to ensure client satisfaction and organizational growth.

Key Responsibilities

Estimation & Costing

  • Prepare accurate cost estimates for new projects (Civil, Structural, MEP, Finishing).
  • Maintain benchmark databases for material, labour, equipment, and subcontracting costs.
  • Target minimum 15% cost savings per project through value engineering and vendor negotiation.
  • Explore and adopt new technologies and digital tools for faster, more accurate estimation.
  • Project Planning & Scheduling
  • Develop detailed project schedules aligned with BOQs, resources, and client deadlines.
  • Monitor progress vs. plan, ensuring timely project completion within CAPEX budget.
  • Collaborate cross-departmentally (Design, Procurement, Execution, Finance) to resolve bottlenecks and align deliverables.
  • Drive planning reviews to avoid cost/time overruns.
  • Vendor Appointment & Coordination
  • Ensure timely appointment of vendors and subcontractors as per project requirements.
  • Coordinate with Procurement, Site Teams, and Design Teams for smooth vendor finalization.
  • Drive vendor follow-ups to ensure on-time deliveries and compliance.

Billing & Documentation

  • Oversee client RA/ final bills and ensure timely submission and certification.
  • Certify subcontractor/ vendor bills against contract terms and work progress.
  • Ensure 100% compliance in documentation – BOQs, CAPEX adherence, order values, and variation orders.
  • Prepare and present MIS reports, cost vs. budget analyses, and dashboards to management.
  • Contracts & Risk Management
  • Draft, review, and administer contracts to safeguard commercial and legal interests.
  • Handle variations, extensions, claims, and disputes effectively.
  • Ensure projects do not exceed approved CAPEX or order values.
  • Work closely with Finance & Legal teams to ensure compliance with statutory norms.
  • Leadership & Stakeholder Engagement
  • Lead and mentor estimation engineers, billing specialists, and contract managers.
  • Promote a team-oriented culture and collaborate across departments to achieve results.
  • Collect regular feedback from stakeholders (internal & external) to enhance processes and client satisfaction.
  • Ensure 100% adherence to client deadlines and TAT for both Design-and-Build and Build-Only projects.

Key Requirements

Education: BE/ B.Tech in Civil Engineering (mandatory). MBA/ PG in Contracts/ Project Management is desirable.

Experience:

  • 15–20 years in Estimation, Contracts, Billing & Tendering within leading construction/infrastructure firms, with at least 5 years in leadership.
  • Proven track record in cost estimation, project scheduling, billing, and contract administration.
  • Strong understanding of budget vs. actual controls, CAPEX management, and claims resolution.
  • Familiarity with ERP systems (Farvision/ SAP), MS Project/ Primavera, and MIS reporting tools.
  • Excellent cross-departmental collaboration, negotiation, and communication skills.
