Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Achieving gender equality and women's empowerment is an essential element of the 2030 Agenda for Sustainable Development – the roadmap to a more equal, just, peaceful, and sustainable world.  UN Women India is implementing a donor-funded project titled: 'Gender Equality Xcelerate: Transformative Pathways towards Gender Justice' for women's social, economic, and political equality and empowerment towards achievement of the 2030 agenda. 

The overarching objective of this project is to strengthen women's leadership in economic, social, and political spheres. The project is being implemented in India over a period of four years in the states of Madhya Pradesh, Maharashtra, Kerala, Odisha, and Bihar. 

The following are the broad intended outcomes of the project:

  • UN Women's institutional impact on advancing gender equality is accelerated through outcome-driven advocacy efforts.
  • Government and non-government stakeholders prioritize, monitor, and evaluate GEWE investments at the grassroots level.
  • Transforming norms, strengthening response mechanisms, and empowering stakeholders for a survivor-centric environment through effectively utilizing the Nirbhaya Fund.

Reporting to the Programme Lead/Coordinator – GRB Unit, India Country Office (ICO), the Programme Analyst – GRB, will be responsible for leadership, substantive coordination, and overall management of the programme, working closely with state teams, local partners and relevant stakeholders, both internal and external. 

The Programme Analyst – GRB will be responsible for the day-to-day management, implementation and effectiveness of the programme. In particular, he/she will be responsible for monitoring and reviewing the programme portfolio, work plans, and budget, preparing reports as required by the donor and UN Women management, and mobilising resources as needed.

UN Women, through this programme, will work at the local (panchayat) level in 3 states, namely, Madhya Pradesh, Maharashtra, and Odisha, to deepen the anchoring of GRB. The project aims to enhance the capacities of government officials and other stakeholders to implement gender responsive planning and budgeting measures at the panchayat level.

Reporting to the Programme Lead/Coordinator-GRB, UN Women India, the Programme Analyst - GRB will be responsible for coordinating the programme implementation of the activities on gender budgeting for the respective assigned states. 

Under the guidance and direct supervision of the Programme Lead – GRB, the Programme Analyst-GRB will be responsible for the technical deliverables of the project and ensuring quality control, along with finalising methodology for desk review, guidance and support for state technical coordinators, consolidation of knowledge products, lead support in meetings with government and other stakeholders and content support for GRB trainings.

The Programme Analyst-GRB will have the following tasks:

Programme Planning, Implementation, and Oversight 

  • Contribute to the formulation of the programme's strategic direction and sectoral priorities. 
  • Lead the preparation, design, and implementation of situation analyses. 
  • Set objectives, develop proposals, and design plans using RBM methodology. 
  • Develop, review, and oversee Annual Work Plans (AWPs) and budgets, ensuring alignment with RBM principles. 
  • Provide technical and operational support across all stages of programming. 
  • Identify areas for technical support and intervention to strengthen programme delivery. 
  • Coordinate calls for proposals, including technical review committees and partner capacity assessments. 
  • Manage and monitor financial resources in line with UN Women's internal control framework and applicable rules. 
  • Oversee contracting and management of implementing partners, ensuring compliance with policy and procedures. 
  • Implement the programme's communication and visibility plan. 

Monitoring, Evaluation, and Reporting 

  • Develop and implement the programme's M&E framework with clear, measurable indicators. 
  • Oversee baseline assessments, mid-term evaluations, periodic reviews, and evaluation missions. 
  • Update programme frameworks based on reviews, lessons learned, and evaluation findings. 
  • Track progress on activities and finances using RBM tools. 
  • Organize and facilitate project review and evaluation meetings. 
  • Prepare and finalize progress, donor, and aggregate delivery reports, ensuring timely submission and integration of lessons learned. 
  • Supervise and guide consultants to ensure quality outputs. 
  • Support budget monitoring, realignments, and revisions to ensure efficient resource use. 

Partnerships, Coordination, and Resource Mobilization 

  • Develop and implement partnerships and resource mobilization strategies for the GRB programme. 
  • Maintain strategic relationships with national government counterparts (MWCD, MORD, MOPR, NITI Aayog, etc.) and nodal GRB departments in selected states. 
  • Identify and develop partnerships with UN agencies, multilateral and regional organizations, academic and technical institutions. 
  • Contribute to negotiations, drafting of agreements, and monitoring their implementation. 
  • Maintain regular communication with donors on programme progress and opportunities. 
  • Conduct donor research, prepare briefs, and identify cost-sharing opportunities. 
  • Participate in national and UN coordination mechanisms to ensure programme coherence. 

Capacity Development and Technical Assistance 

  • Deliver GRB technical assistance to states and implementing partners. 
  • Design and facilitate targeted capacity-building trainings for government counterparts, partners, and internal teams.
  • Develop training materials, conduct pre- and post-training assessments, and analyse learning outcomes. 
  • Facilitate internal learning sessions for knowledge sharing and team capacity strengthening. 

Advocacy, Communication, and Knowledge Management 

  • Prepare background documents, briefs, presentations, and conference materials on GRB. 
  • Coordinate advocacy campaigns, events, and trainings to advance GRB objectives. 
  • Develop and consolidate technical knowledge products based on programme results and research. 
  • Represent the programme in donor meetings, advocacy events, and public information forums, as delegated. 

Team Management 

  • Provide managerial, technical, and administrative guidance to ensure timely and high-quality programme delivery. 
  • Manage staff performance in line with UN Women policies and processes. 
  • Ensure effective flow of information, data, and reports within the team and with stakeholders. 

Perform other duties as assigned by the supervisor.

Education:

  • Master's Degree or equivalent in Social Sciences/Economics/Social Work /Gender Studies/Public Administration/Policy or related fields.

Experience:

  • Minimum 7 years of experience in programme management and implementation, research and training related to gender issues and women empowerment is required. 
  • Minimum 5 years of experience working in the Panchayati Raj system directly at national/ state government is required. 
  • Experience in Gender Response budgeting at national/subnational level with government Ministries/Departments is desirable.
  • Wider sectoral expertise for dealing with gender issues, as well as experience of training content and government capacity building is desirable.

Language:

  • Proficiency in English;
  • Good command of Hindi in reading and writing.
