
Safety Officer

POSITION PURPOSE
- Implement and monitor HSE Management Systems across upstream oil & gas operations.
- Lead and support HSE audits, compliance, training, and emergency preparedness programs.
- Act as a liaison with regulatory authorities to ensure statutory compliance for site operations.
- Drive continuous improvement through initiatives like KAIZEN, SGA, and 5S.
- Support incident investigation, root cause analysis, and corrective action tracking.
- Develop and oversee implementation of site HSE plans and maintain alignment with corporate policies.
SKILLS/EXPERIENCE REQUIRED
- Education and Experience:
- BE (Fire Technology & Safety Engineering) or B.Tech (Safety & Fire Engineering) with 34 years of experience, or
- Graduate with PDIS/ADIS from RLI/CLI or State Technical Education with 78 years of experience, or
- Degree in Engineering/Science or Industrial Safety (recognized by Central Govt.) with 34 years of experience
- Preferred Certifications:
- NEBOSH or British Safety Council Diploma
- NEBOSH International / Oil & Gas Certificate
- CSP
- ISO 14001 / ISO 45001 Lead Auditor Certification
- Knowledge:
- Indian HSE laws and statutory compliance
- HSE Management Systems (HSE MS), 5S, Contractor HSE evaluation
- Risk Management and Incident Investigation
- Skills:
- Communication, Training, and Administrative Skills
- Analytical thinking and interpretation of legal guidelines
- Proficiency in computers and stakeholder coordination
PRIMARY RESPONSIBILITIES
- Oversee implementation and review of Cairn HSE MS through audits and compliance checks.
- Develop and monitor annual HSE plans, align them with business goals, and track progress.
- Coordinate HSE training for mid to senior management and maintain MIS reporting.
- Serve designated roles during emergencies and assist in IRP development and drills.
- Lead or participate in incident investigations and ensure learning implementation.
- Engage with regulators (DGH, DGMS, PESO, GPCB, etc.) to manage operational approvals.
- Translate corporate HSE policies into site-specific procedures and action systems.
- Monitor and close action items from audits, reviews, and improvement meetings.
INDICATIVE TASKS
Planning
- Develop HSE plans for business units and provide guidance for execution.
- Track action items from audits or CIMS and ensure timely resolution.
Work-site Activity
- Conduct field inspections, risk assessments, and safety observation tours.
- Participate in emergency exercises and real-time responses as needed.
Performance Measurement and Review
- Monitor KPIs related to HSE performance and prepare leadership dashboards.
- Assess effectiveness of HSE initiatives through regular review cycles.
Communication and Information
- Organize and record monthly HSE meetings with internal and external stakeholders.
- Communicate updates on regulatory compliance and training needs.
Safety
- Oversee implementation of PTW, gas testing, and emergency preparedness protocols.
- Conduct and support training on HSE policies, SCBA, extinguishers, and rescue.
Environment
- Ensure environmental regulation compliance across operations.
- Support sustainability, waste management, and pollution control programs.
Energy Management
- Contribute to initiatives that promote safe and efficient energy usage indirectly via operational safety programs.
Emergency Response
- Update and review site IRP; lead or support emergency drills and response teams.
- Investigate incidents and implement learning from outcomes.
Coaching and Development
- Participate in self-learning, skill development, and lead training initiatives for teams.
- Promote culture of safety through engagement in KAIZEN, SGA, and 5S.
