Job Description - Lead Billing Engineer

Project: Jal Jeevan Mission (JJM)

Location: Uttar Pradesh

Department: Project Execution / Billing & Contracts

Position: Lead Billing Engineer

Reports to: Project Manager / Project Head

Role Overview :

The Lead Billing Engineer will be responsible for managing and monitoring the billing activities for the Jal Jeevan Mission Project. The role involves preparing client and subcontractor bills, verifying work progress at site, coordinating with site teams, and ensuring timely and accurate submission of bills as per project and contract requirements.

Key Responsibilities:

Billing & Documentation: Prepare, verify, and certify running account (RA) bills, final bills, and

subcontractor bills. Ensure proper documentation, measurement records, and reconciliation of work executed. Maintain records of quantity measurements and ensure compliance with DPR/BOQ.

Coordination: Coordinate with site execution teams, planning, and accounts for billing-related matters. Liaise with clients/consultants for bill approvals and timely payments. Support contract team in preparing claims, variations, and extra item bills.

Compliance & Standards: Ensure billing and documentation are as per government norms, contract agreements, and JJM guidelines. Monitor adherence to statutory, safety, and quality requirements.

Reporting & Control: Prepare and maintain billing registers, reconciliation statements, and work progress reports. Track invoicing, cash flow, and certification timelines for efficient financial control. Support project manager in preparing MIS and monthly billing status reports.

Key Skills & Competencies


Strong knowledge of Billing, Estimation, BOQ, DPR preparation, and Contract Management.

Proficiency in MS Excel, MS Project/Primavera, AutoCAD, and ERP systems.

Good understanding of government contracts, CPWD/PWD norms, and Jal Jeevan Mission guidelines.

Analytical, detail-oriented, with strong numerical and documentation skills.

Strong communication and coordination ability with clients, consultants, and internal teams.


Qualification & Experience

Education: B.E./B.Tech (Civil Engineering) or Diploma in Civil Engineering.

Experience: Minimum years of experience in billing & contracts with at least 3 - 5 years in water supply projects / Jal Jeevan Mission / government infra projects. Experience in handling large-scale pipeline, WTP, OHT, distribution networks, and rural water supply projects is highly preferred.
