Job Description:

The Finance & Accounts Officer at the Police Foundation and Institute will be responsible for overseeing and managing the financial operations of the organization. This includes executing day-to-day financial transactions and procedures, accounting activities and ensuring compliance with legal and statutory requirements. The candidate should possess a complete understanding of financial regulations and accounting principles, with prior experience in financial management and reporting.

Key Responsibilities:

  1. Manage financial transactions- both receipts and expenditure and maintain proper documentation. Receipts may include donations, membership fees, projects sanctioned by various agencies etc.
  2. Handle invoices, monitor expenses, and conduct regular financial reconciliations including bank reconciliations
  3. Track bank deposits and payments to ensure proper cash flow management.
  4. Ensure strict compliance with relevant financial regulations and statutory requirements/ laws like Income Tax Act, Society Act and rules etc.
  5. Participate in financial audits to ensure compliance and accuracy in financial reporting.
  6. Review and implement financial policies to maintain effective financial controls.
  7. Serve as a key point of contact for team members, donor agencies, auditors, on all matters relating to finance and accounting.
  8. The Finance and Accounts Officer will also be responsible for overseeing and managing the financial aspects of various projects sanctioned and being executed by IPF Internal Police Reforms-Project Related Responsibilities

The Finance and Accounts Officer will also be responsible for managing and overseeing the financial operations for Internal Police Reforms project ensuring compliance with financial regulations and guidelines specific to the funding provided by the donor Azim Premji Foundation, as per the grant agreement signed between the donor agency and the Police Foundation and Institute.

Financial Management & Accounting

  • Maintain books of accounts for the project in Tally accounting software.
  • Record, reconcile, and report all financial transactions in line with approved budgets.
  • Process payments, manage bank transactions, and ensure proper documentation of all vouchers.
  • Coordinate with program staff for timely submission of bills, vouchers, and activity reports.
  • Ensure timely fund requests, transfers, and liquidation of advances.
  • Prepare monthly and quarterly and annual utilization statements, fund flow reports and budget variance analysis for internal reporting
  • Prepare financial inputs for donor reports, presentations, and review meetings, as and when required
  • Assist in developing and monitoring project budgets, forecasts, and expenditure plans.
  • Support internal and external audits, ensuring all project documents are properly filed and accessible.
  • Monitor fund utilization and report any deviations or risks to the management.

Budgeting & Financial Planning

  • Track expenditure against budgets and highlight variances to management.
  • Maintain and reconcile the organizations general ledger, bank accounts, and petty cash.
  • Handle payroll preparation, salary disbursement, and related statutory compliance (TDS, professional tax, etc.).
  • Maintain fixed asset registers and ensure periodic physical verification.
  • Oversee vendor payments, advance settlements, and reimbursements.
  • Ensure proper filing and archiving of vouchers, invoices, and receipts.
  • Support procurement and contract management processes in line with financial rules.

Compliance & Audit

  • Ensure adherence to organizational financial policies, donor requirements, and statutory compliances.
  • Coordinate with auditors and ensure timely closure of audit observations.
  • Prepare and file TDS returns, Form 16A, and other mandatory filings.
  • Maintain confidentiality and integrity of financial data.

Coordination & Support

  • Liaise with banks, auditors, vendors, donors and other external stakeholders.
  • Ensuring financial due diligence. Assist in developing financial SOPs, checklists, and monitoring tools for the project.
  • Assist management in financial planning and decision-making.
  • Participate in meetings and discussions related to project progress and budget planning.
  • Provide data and analysis to management for policy and strategic decisions.

Qualifications & Experience and key competencies:

  • Masters degree in Commerce / Finance / Accounting: MBA Finance or CA (Inter) preferred.
  • Minimum 3 years of experience in financial management, preferably in development projects / reform initiatives / donor-funded CSR projects.
  • Strong knowledge of accounting standards, financial reporting and audit processes.
  • Experience with Tally, MS Excel and other financial MIS tools.
  • Strong understanding of financial reporting, audit, and compliance processes
  • Strong analytical skills.
  • Effective communication and coordination skills.
  • Familiarity/knowledge of all statutory (Income Tax, TDS, banking etc.) and CSR financial norms in India.
  • Ability to work independently under the guidance of President/Vice President/COO IPF and Project Director and meet tight deadlines.

Duration of the contract:

This is a purely temporary and contractual position for an initial period of one year. Depending on the performance of the incumbent and the requirements of research projects, the position will be renewed for further periods. The contract can be terminated on either side, by giving advance notice of at least 60 days

Remuneration:

Rs. 50,000/- per month including transport allowance. Annual increment of 5%.
