Job Purpose
To plan, administer, delegate, manage and control the mines operational activities and ensure the uninterrupted supply of limestone and shale of the required quantity and desired quality to the Cement Plant for continuous operation within the budgeted cost while ensuring safety of all employees with the aim of Zero Harm and Zero Accident.

To plan and ensure implementation of cost optimization measures and management systems while ensuring 100% statutory compliances.

Job Context & Major Challenges
Job Context
Plant located in village Baga is at high altitude, installed with the stepped layout from 1260 mRL to 1430 mRL with lot of development activities in order to create suitable area in benches in order to accommodate the various sections of the Plant and developing the road network of about 10Kms for access and transportation. The Plant is located at a distance of 6 Kms from existing state highway.

It has vast reserves of good quality raw materials (limestone and shale) at the captive Baga Bhalag Limestone Mines which is located at adjoining hills of the plant setup. The Mining Lease area is of Ha. with the topmost elevation of 1647mRL in Baga Block (Shale Mine) and bottommost elevation of 825mRL in Bhalag Block (Limestone Mine).

Job requires-

  • Planning and managing the ROM (Limestone & Shale) production from mines of required quantity and desired quality as per approved mining plan, for uninterrupted supply to the Cement Plant and ensure continuous operation.
  • Planning and execution of mining leases, prospecting, ensuring proper mine planning and implementation, land use planning for mining and obtaining necessary statutory clearances, approval of mining plan etc.
  • Ensuring maintenance of statutory records and registers and MIS system.
  • Planning, budgeting and controlling the cost of mining operations within the budget and achieving cost optimization by implementation of effective cost control measures and improving productivity parameters.
  • Ensuring Safety of all employees with the aim of Zero Harm and Zero Accident with clear focus on controlling unsafe acts and occurrence of unsafe conditions.
  • In view of the cultural transformation at the unit effective implementation of the management improvement systems, change processes, SOPs is required with the adherence to the defined safety standards and procedures with 100% statutory compliance of the applicable statutory provisions.
  • Environment Management is a very critical function keeping in view statutory compliance parameters, the Surrounding habitants and life and safety of people in the adjacent area. The mines operations consist of planning, drilling, blasting, excavation, loading, transportation and crushing by departmental resources.
  • After change of ownership the major jobs are of the change of name/obtaining new permissions for statutory license/NOCs and integration in the UltraTech and management change process and legal and statutory compliances related to labour and industrial relations to enhance the company image.
  • Skill enhancement and development of the sub-ordinates is required by building good teams and maintaining harmony in the department.

Job Challenges

  • Challenging location at foot hill of Himalayan Mountain range (Extremely difficult terrain and environmentally sensitive).
  • The largest Cement Plant at such a high altitude in India.
  • The elevation difference in ML area from top (1425mRL) to bottom (825mRL) is 600m in Limestone block (Bhalag) with strike length of 1700m and width of 1100m

Major Challenges during operation:-

  • Most of the machineries are in use since last 11+ Years and clocked more than 25000 running hours. Due to resource constraints in past most of the machineries were not maintained as per OEM standards results in less availability and impact on production. All old HEMM are due for overhauling and reconditioning.
  • Integration of UltraTech standards in terms of new system like SAP, WCM, ISO & Safety system and managing the change process.
  • Cultural transformation of the existing manpower.
  • Geographical and climatic conditions at the plant location. Cold (subzero) climate in winter season and heavy rainfall with an average of 1700mm.
  • Land and possession related disputes regarding ML area falling in different villages, PWD road passing through the ML area and habitation at foothills is proving to be the bottleneck for scientific development and expansion of mines.

KRA1 Limestone and Shale Production –

To plan, administer, delegate and control mines production activities to ensure the uninterrupted supply of limestone and shale of the required quantity and desired quality to the cement plant for continuous operation. 1.Production planning.

KRA10 People Management & Development
To build & sustain a conductive work culture within department to improve productivity, growth & improvements in department performance for overall objective of unit along with motivating employees to institutionalize for bring innovation, creativity, best practices to replicate in the Unit by effective management of people for development of them Guiding team of SMART and differentiating Goals Setting aligning with Unit and Business targets, time to time review performance and giving or seeking quality real time constructive feedback on performance appraisal and other areas. To plan, administer, delegate and control mines development activities to ensure systematic and scientific mine working as per approved mining plan. 1.Planning and execution of mining leases, prospecting, ensuring proper mine planning and implementation, land use planning for mining and obtaining necessary statutory clearances,

  • To obtain timely approval of mining plan and modifications for operations of mine as per proposals submitted in the mining plan.
  • To ensure the development of mine as per approved mining plan.
  • To plan and ensure opening of new areas for continuous mine operation and scientific mining.

KRA3 Safety –

To ensure implementation of Safe working practices and working standards and safety culture/discipline for achieving the aim of Zero Harm and Zero Accident. 1.To ensuring Safety of all employees with the aim of Zero Harm and Zero Accident.

  • To control unsafe acts and prevent unsafe conditions in mines for enhancing Safety.

KRA4 Cost optimization –

To plan and finalize the budget for the department and ensure implementation of cost optimization measures to achieve continuous productivity improvements. 1.To plan the budget for the department and control cost of mining operations within the budget.

KRA5 People Management –

KRA6 Statutory compliance –

KRA7 Management Systems –

To plan and ensure the implementation of management system to achieve desired results and improvements on the defined parameters as per targets. 1.To plan and ensure implementation of management improvement systems and SOPs while adhering to safety standards and procedures for standardization and continuous improvement.

KRA8 System Implementation
(Coordinate, organize & monitor effective implementation of IMS and other systems in the department for improvement of productivity and creating safe work culture) -To facilitate department activities to implement, sustain and continual improvement of internal & external customer satisfaction score, developing & drive maintenance strategy along with autonomous maintenance, visual development, knowledge upgradation, process improvement.

  • Ensuring respective assigned team performance & monitoring WCM (ABOF) MIS regular for 100% compliance against various WCM audits/assessments (5S,BCE, Hygiene etc.) & timely evaluation of Kaizen & suggestions in system
  • To ensure timely compliance & implementation of IMS & other standards requirements like creating awareness among team on systems policy, implementation, document verification for zero non-conformity or OFIs in internal & External system audits/assessment.
