Background
The Goods and Services Tax Network (GSTN) is a Section 8, not for profit government enterprise, established as a National Information Utility to provide the IT backbone for the Goods and Services Tax (GST) system in India. It serves as the digital and technological infrastructure enabling core GST functions such as registration, return filing, payments, refunds, and data analytics. GSTN operates as a shared platform between the Central and State Governments, ensuring uniformity, transparency, and efficiency in indirect tax administration. As a National Information Utility, GSTN plays a pivotal role in offering secure, scalable, and user friendly services to over 1.5 crore taxpayers and multiple government agencies across India.
Role Description
- The individual would be responsible for leading and executing the organizations digital and public communication strategy. This on site role involves managing end to end creative communication initiatives, including social media outreach, podcast and video production, webinars, and visual storytelling for various campaigns and events.
- The incumbent would conceptualize and design creatives for trade fairs, awareness programs, and digital branding activities while ensuring alignment with the organizations vision and tone.
- The role demands hands on expertise in Adobe Creative Suite, Canva, and MS Office, along with strong writing, editing, and verbal communication skills. The individual would also be responsible for coordinating with multiple stakeholders such as internal teams, government counterparts, and other agencies to ensure timely and impactful dissemination of content. A background in Mass Communication, Journalism, Media, or Public Relations, combined with a deep understanding of Indias media landscape and emerging digital communication trends, is highly desirable.
Key Responsibilities
Strategic Communication & Public Engagement
- Design and implement comprehensive communication strategies aimed at taxpayers, media, and government stakeholders.
- Develop content such as press releases, advisories, newsletters, FAQs, and content for website and social media platforms.
- Translate complex tax and technology concepts into accessible, public friendly messaging.
- Manage the organisation's presence across social media platforms and monitor public sentiment.
- Oversee public relations, event-based outreach, and crisis communication, ensuring timely and accurate stakeholder communication.
Creative Design & Branding
- Lead the ideation, design, and delivery of creative communication assets infographics, illustrations, presentations, and campaign creatives.
- Ensure a unified visual identity and brand voice across all internal and external communication channels.
- Create and manage visual content using tools such as Canva, Adobe Illustrator, and Photoshop.
- Coordinate with UI/UX teams and external agencies to align creative output with user and organizational goals.
Video Communication & Digital Media
- Plan and produce high-impact video content, including explainer videos, short social reels, webinar recordings, and live sessions.
- Collaborate with video editors, animators, and voiceover talent to deliver engaging multimedia assets aligned with communication objectives.
Internal Communication & Leadership Support
- Design and manage internal communication strategies.
- Support leadership with presentations, speeches, event messaging, and announcements.
- Develop high quality presentations using MS PowerPoint, tailored for strategic briefings, stakeholder communications and public engagements.

Qualifications & Experience
- Around years of experience in public communication, creative designing, video editing, podcast development, production and management, social media, digital communication, and branding management functions in the private sector, or similar experience in the Information and Public Relations Departments of the Central or State/UTs Governments/PSUs.
- Preference would be given to candidates with higher experience and/or those who have worked with organizations similar to GSTN.
- A proven track record in developing and implementing communications and social media strategies while working with a diverse range of stakeholders within a large, complex, and issue rich environment.
- Hands on experience in podcast management, video editing, webinar production (including YouTube webinars), and designing creatives for trade fairs, campaigns, and outreach events.
- Proficiency in Adobe Creative Suite (Illustrator, Photoshop, Premiere Pro, etc.), Canva, and MS Office Suite for content creation, design, and presentation.
- Proven ability to conceptualize, plan, and coordinate the production of videos, webinars, and visual storytelling content.
- Demonstrated ability to effectively use social media as a communication tool, with experience in producing social media content and managing digital platforms.
- A highly proactive and creative approach to content sourcing with strong attention to detail.
- Excellent written, editing, verbal, and interpersonal communication skills is strong desirable, with the ability to communicate with influence and clarity.
- Strong stakeholder management, liaison, and engagement capabilities.
- Educational background in Mass Communication, Journalism, English, Media, Marketing, Public Relations, or related disciplines would be preferable.
- Good understanding of the media landscape in India and awareness of current communication trends and best practices.
- Experience or familiarity with information technology environments, in addition to media and communications, will be an added advantage.
Skill & Knowledge
- A relevant qualification in Mass Communication, English (preferably), Journalism, Media, Marketing, Public Relations, or a related field is desirable.
- Familiarity with digital publishing platforms (podcast management) and content management systems.
- Strong knowledge and hands on experience with social media platforms, digital communication tools, and digital marketing strategies to enhance engagement and outcomes.
- Proficiency in creating PowerPoint presentations is must and using third party software applications for content development and visualization is strongly desirable.
- Knowledge of graphic design, MS power point, video creation, and editing tools would be an added advantage.
- Working knowledge of tools for data analysis, interpretation, and structured presentation of insights.
Technical and Creative Skills:
- Hands on expertise in Canva, Adobe Illustrator, Photoshop, and other industry standard design tools.
- Proven ability to conceptualize and coordinate the production of videos, webinars, and visual storytelling content.
- Basic video editing skills using relevant tools and softwares would be an added advantage.
- Proficiency in Microsoft Office Suite, with a strong command of PowerPoint.
- Strong writing, editing, and verbal communication skills in both English and Hindi.
- Should have good relations about media landscape in India.
