- This position is located in the Protection of Civilians Unit of the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) in Goma. The Protection of Civilians Officer reports to the Senior Protection of Civilians Advisor.
- Responsibilities
- Within delegated authority, the incumbent will be responsible for the following duties: Coordination and communication - Support the drafting and implementation of the mission-wide POC framework and local protection action plans;
- Ensure the dissemination of lessons learned and good practices on POC, and lead or participate in POC after action reviews; support efforts to ensure that protection of civilians' concerns are appropriately mainstreamed within mission components at the field and HQ levels;
- Provide secretariat support to the POC coordination mechanisms; -Contribute to the drafting of various reports (Secretary General's report, monthly analysis report, thematic reports etc..) as well as the drafting of policy and strategy documents on the protection of civilians;
- Ensure close coordination with relevant PoC partners and HoO in the review and implementation of the framework and support to the regional strategies, including with focal points for child protection and sexual violence in conflict;
- Support the Senior PoC Advisor in strengthening cooperation with relevant protection actors at regional level, including national authorities, civil society, UN agencies and funds and programs with complementary mandates and other relevant partners, including with international security forces and the protection cluster;
- Work with the POC coordination mechanisms and JMAC and POC to provide early warning of POC threats to mission leadership;
- Support the Field office by providing guidance on POC issues and approaches;
- Contribute to the development or review of POC contingency plans in every Field offices;
- Contribute to POC unit efforts in the implementation of the training program to TCC and PCC and National counterparts. Monitoring, analysis and reporting - Lead or join protection team assessments with other actors; work with Field Offices and Sections to ensure that Joint Protection Teams and Joint assessment missions' reports (JPTs/JAMs), are circulated within protection actors and that recommendations are followed up at the respective levels including at HQ;
- Ensure that adequate national PoC analysis is included in relevant reporting requirements, including SG reports;
- Report on any resource and capability constraints which adversely affect the mission's ability to implement its protection of civilians mandate;
- Take responsibility for any POC monitoring and reporting activities in the area of responsibility. Training - Support the Senior POC Advisor and Heads of Field Offices in assessing the training needs on protection of civilians issues within the area of responsibility, and design and support the delivery of tailored POC modules with relevant mission components, in close consultation with the IMTC and the Senior POC Advisor;
- In cooperation with the IMTC and other mission components, ensure adequate training on PoC for Governmental institutions, - Provide support as required and undertake other tasks as may be appropriate to the specific context and tasks vis-a-vis PoC.

- Advanced university degree (master’s degree or equivalent) in political science, international relations, humanitarian and human rights law, public administration or related fields is required. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

- Work Experience
- A minimum of seven ( 7) years with a master's degree or nine (9) years with a bachelor's degree of progressively responsible experience in political science, humanitarian affairs, human rights, international relations, public administration or related fields at the national and international level is required. Experience in the United Nations Common System (UN peacekeeping political missions, or UN agencies, Funds and Programmes) or a comparable international organization or non-governmental organization in a conflict or post-conflict environment is required. Advisory skills with senior officials and previous experience working in cooperation with high-ranking military and police is desirable. Previous experience drafting as well as developing strategies and approaches for protection of civilians is desirable. Previous experience working on protection of civilian’s issues and within the region is desirable.
