Global Markets (GM)** **is a business within the Global Banking and Markets area of HSBC, and more specifically within the Markets and Securities Services (MSS) segment. In Singapore, GM activity through his Corporate and Institutional Sales force offers a large range of products (FX, Fixed Income and Equities), it also comprises of trading and Markets Treasury activities, with a growing strategy of ASEAN capabilities.

Reporting to the MSS Markets - NFR Lead, the role holder will be part of the MSS NFR Singapore team, and will oversee the control and conduct framework within the Markets business, providing ASEAN coverage and support to the ASEAN MSS business for ensuring effective execution of global governance, assurance, conduct and control standards. The role holder will play a key role in helping support and where necessary leading, the enhancement/improvement of controls and best practice within the region and/or other part of MSS business.

**What You’ll Do?**

**Key accountabilities**

The role of the NFR officer, primarily ASEAN coverage and support, is to help facilitate the business in the effective design of the control framework, identification and management of the NFR risks and to ensure its ongoing operating effectiveness within an agreed risk appetite.

As a NFR team member supporting the NFR lead, key accountabilities include:

- Conduct Risk and Front Office Supervision
- Controls - Own the control framework and agenda, specifically:

- review/approve new policies and standards for and on behalf of the region
- ensure effective remediation actions in place for key issues for the region and ensure/track mitigation
- Assurance - Ensure the regional execution of Front to back reviews, thematic reviews and other remediation/assurance work as required and monitor actions to ensure effective closure in a timely manner

Governance Forums - Ensure that the agenda / contents of the Global Markets Business Control Committee and other forums as required is ‘fit for purpose’ so that key control issues and emerging risks are appropriately discussed and addressed. - act as secretary deputy to the meeting, ensure pack is produced, set the agenda and drive the focus on key control issues and emerging risks
- Drive the RCA (Risk and Control Assessment) and other targeted risk and control effectiveness assessments for the business and ensure dynamic review of NFR risks.
- Escalation Point - Act as a point of escalation for stake holders with respect to internal control issues and act as a Deputy to the Singapore MSS NFR Lead
- Implement and Oversee Policies & Processes to mitigate the business' top risks and Regulatory obligations.
- Audit & Second Line of Defense: Act as contact point for Audit & other independent functions in the second line of defense that conduct periodic surveillance and control reviews.
- Incident Reporting: Root cause analysis of internal incidents and incident report write up.

**Conduct Risk and Front Office Supervision**:

- Help drive the conduct and FO Supervision agenda for Markets

**Controls**:

- Assist in the design and to help monitor the operating effectiveness of the control framework, escalating control issues as necessary
- Design and implement policies and procedures for and on behalf Global Markets in accordance with the Bank’s policy / risk appetite and regulatory obligations.
- Work closely with support functions to ensure robust controls are in place and act as an additional point of escalation with regards downstream control issues. Influence support functions in their remediation of control gaps.

**Assurance**:

- Monitoring of Exposure to Key Operational Risks: Provide assurance that risk is acceptable and that controls are operating effectively, working closely with the Global Assurance team in Bangalore
- Monitoring - Monitoring of key control reports and exceptions, and evidence of review to assist Control owners in their Continuous Monitoring obligations
- Monitoring - Root cause analysis of control issues escalated through the escalation framework
- Reviews - Conducting desk, thematic and ad-hoc reviews, including those directed by GM management
- Front to Back reviews - Work closely with support functions NFR/BRCMs on all upcoming reviews and perform joint reviews.

**Governance**:

- Control Governance Committees: Define the operation of the control governance committees (e.g. Business Control Committees)
- Assist in delivering NFR submission/update to local/regional governance forums (eg: NFR, RMM, CRF, Op Risk committee)
- Establish or contribute to the terms of reference of each committee, including defining the information which should flow between them
- Ensure operation of each committee (secretariat process) including agenda setting, pack construction and action management
